The US cannot confirm or deny Russia's claim that it used a hypersonic rocket, the official said, adding that it was not clear why such a missile would be necessary, only if the Russians had lacked missiles or wanted to send a message.
The American said there was increased maritime activity on the Black Sea, which was believed to include grants around the port of Odessa.
