Abraham: municipalities have expressed concern over co-operation with central level
The <x0->communs of the Republic of Kosovo at meetings that we like the Association of Communists have had in everyday contacts, have expressed concern about co-operation with the central level in drafting policies affecting local level competencies, but also about the budget. The main problems that municipalities have highlighted at our meetings are overhauling collective contracts, because collective contracts continue to be paid by municipal budgets, while they are connected from the central level with health unions, respectively. The problem also has been identified is not to participate in the drafting or amendment of the laws for local self-government, which has been basic to local government functioning, but there is also a problem with the drafting of the law on local finances, but this law has been proposed for several years, but has not yet been adopted by the Government of Kosovo in order to pass through the Kosovo Parliament”, Ibrahim said.
As for the law on local finance, Ibrahimi says the main problem is the fourth grant, as even municipalities require this grant to function. As long as it adds how association has sent executive orders that they should not ignore municipalities in policy drafting.
Abraham: Government should not ignore municipalities in policy drafting
“As far as the law for local finance is concerned, the main problem is the fourth grant where municipalities require this grant to function as quickly as possible. Also another concern of the mayors is not functioning the board of public procurement reviews, still this board is not functional, and still municipalities or citizens do not benefit directly from implementing many projects, which are aimed at improving citizen life. We as the Association of Kosovo municipalities have sent a message to the central level that the Government of Kosovo should not ignore Kosovo's municipalities in drafting policies, which affect the competencies of municipalities, but also in terms of budgets being divided for the local level”, Ibrahim said.
The AAK leader has also talked about the year-old work of Kurti Government, naming it incorrect co-operation.
Ibahmi: Mayors have stressed incorrect co-operation between them, government
“We are a mechanism that protects the interests of local authorities against the central level, mayors at each meeting have stressed incorrect co-operation with the central level, as several steps have been taken with the local level without preliminary consultation with mayors. In particular, I must stress the adoption of the law on local self-government or the amendment of this law by the Government, without consultation with mayors. Also, no functioning O Board The BSH has a direct impact on citizen life, and collective municipal contracts still continue to pay collective contracts from their own budgets and not from the central level, but there are many other dilemmas that municipal heads want to choose with the central level, but because of this not strictly and not sincere co-operation, we have many problems even in implementing many projects”, he said.
Ibrahim also talked about the COVID-19 pandemic, saying that until now, as municipal health directors have estimated, the situation is stable.
