Mikolajev's chairman, Oleksandr Sencevych, told the BBC that there were no military personnel in this government building, but “only guards and other people, who are administrative workers”.
Senevych said he thinks Russian forces may have targeted the regional governor, Vitaly Kim, who was not in the building at the moment of the attack.
His media objective, of course, does not help the Russians and the morals of their troops, so I think that attack was for him”, he said.
