ATK also obliges citizens to make tax statements on personal income by 31 March

Kosovo Tax Administration(ATK) from this year has launched a new activity to collect taxes for the state budget. Even citizens as if businesses, by 31 March, will be obliged to make the tax declaration on personal incomes in ATK. This institution from this year is aiming to increase revenues [...]

This institution from this year is aiming to increase budget revenues for the state ark through the extension of the tax base for citizens who realise individual revenues from various activities.

Under the personal income tax law, ATK director Ilir Murtezaj suggests that any citizens who implement a personal income are obliged to hand over their tax declaration by 31 March of this year.

On the contrary, punishments for contempt are the same for the individual as for business.

Murtezaj says about The KP, that the idea of this new activity is for ATK to extend its tax base to citizens as well.

We're making a public activity that we've been doing this year, but in the next few years, we're also going to focus on the impact of tax evasion and individual persons, it means to the individual. In this case we are holding the tax declaration to the individual who is similar to the tax declaration in personal income, determining some differences that identify with the individual. The idea of all of this is that we extend the tax base even to citizens who achieve income from various activities with resources within the country or abroad, but also capital gains that may have realized in the past and that they will do the following, then we have to remind those who have to pay tax obligations on the basis of the profits they have made, he points out.

To make this tax obligation clearer, Murtezaj stressed that if a citizen earns 10 thousand euros a year, he will pay taxes of about a thousand euros. Also, citizens who could earn 100,000 euros in one year are obliged to pay taxes of around 10,000 euros.

Director Murtezaj says ATK is taking these actions to avoid taxing this category of citizens.

Indiscriminately, each citizen of the Republic of Kosovo, aged over 18 who has realised an income, is obliged to hand over the tax declaration and it is in the period of January 1st through March 31st. We in the past have had individual statements, but in reality we as an institution are not making enough verifications. On the basis of our information, there has been a gap or tax evasion in this category of citizens. Days before we've even announced capital gains that are realized by valuable letters or crypto currency. So even this category will be included in this tax statement”, he points out.

According to Article 7 of the law on personal income tax, gross income means all income that is really accepted or constructively from the following sources: Salaries? Carats? Use of unprecedented wealth; Capital gains resulting from sales of capital assets, including tempting, real estate and valuable paper; Pensions paid in line with relevant pension legislation in Kosovo.

Murtheza, among other things, has talked about the performance of ATK's inflows for January 18th, which said they have invested about 100m euros.

The “also in January of this year has been marked a good performance in which we have managed to surpass about 27 percent more than in January 2021. But with the budget plan we've exceeded 11 percent, while today when we're talking again we have over 28 per cent or 97m euros collected so far”, he says.

In 2021, ATK has issued taxes of about 600m euros and over 200m euros of pension contributions.
