The Commission says the reporting period coincides with the first year of the government led by the Vetevendosje Movement.
The job of the Parliament and management of the legislative agenda on the part of the parliamentary majority has been criticised.
The menu of the Parliament continued to be negatively influenced by a polarised political atmosphere and difficulties in achieving the decision-making quorum, even though the government relies on a strong majority. This is partly due to poor management of the legislative agenda on the part of the majority, but also because opposition deputies abstained from voting to prevent the adoption of the” legislation, the report said.
The part of the fight against corruption is said to have some progress towards adopting legislation, but more work is required to implement all legal frameworks.
Kosovo is in an early phase/there is a level of preparation in the fight against corruption. Some progress has been made during the reporting period with the adoption of important anti-corruption legislation. There is a need to improve the implementation of the general legal framework. Continued efforts are needed to achieve more proactive investigations, final judicial decisions and final seizures of assets. Despite the already made efforts, there is a need for strong political will to continue effectively addressing the risks of systemic corruption and a strong response to criminal justice to high-level corruption”.
The Kosovo report says the agreement between Kosovo and Serbia is urgent, so that the two countries can move on the European road.
