Company where the Hysen Durmish official works wins tenders over 1m euros in MMPHI

The tender consisting of four parts (lot) is currently suspended after complaints and is concluded for trial in the Procuration Research Organization -- O The EPS, under the claim that the ministry in question prosecuted the Public Procure Law.

However, the subject of Periscop's investigation is the company that was recommended for two contracts. It's about LARENCO & COS. P.K, based in Albania and owner Lawrence Zani, but with branches extended to Kosovo as well. The same is recommended for the contract in tear 1 and tear 3, where the value of both parts is slightly over 1.1m euros.

Based on Kosovo Business Recording Agency website - ARBK, the authorised representative / director of this company in Kosovo, is Naim Kelmendi, representing Pristina.

Periscop has learned that Naim Kelmendi is also official at the Department for Road Management at the Ministry of Infrastructure, which after the fusion has been merged at the Ministry of Environment, Space Planning and Infrastructure.

On this issue, Periscopi has also contacted the public relations office in MMPH. In their response, they have said that after accepting questions, the case was handled with priors, and sent to email addresses that they exchanged with the official, Naim Kelmendi and Lawrence Zyan.

In the end, MMPHi has stressed that in terms of the selection of economic operator for this project, it has been done under the documentation submitted by the Tirana branch business, where either parts or participants in this tender were not Naim Kelmendi.

Companies in conzeroum “Fidan Hasja MI”, “Lerenko & COPK”, “Ges Plan” on the 29th. 07. 2020 had been linked to the Ministry of Infrastructure contract “Establishment of projects and technical consultancy-Geodical Services”. The contract has had a price of 600,000,000 for three years and is active until 2023.

As seen by the contract, the company has been a supporter of machinery in this tender, and as seen by the opening of the tender that was made at the time, the company in conzeroum “Lorenzo&Co”, had applied as the branch of Kosovo and at the time part of the company was, of course, Mr. Naim Kelmendi, as he left just three months ago, but was not part of the staff presentation to be engaged in the tender, since the company was supporting the consortium mainly in the machine.
