Is Government afraid of the Kurti protest against the price of electricity, prohibits the gathering of over 50 people

Kosovo's government has adopted new anti-Condavid measures, which will take effect from tomorrow to February 4th, 2021.
The measures imposed by the Kosovo government include a lot of 80 points, but one of them draws more attention. It's the 29th point, which stops gatherings in the outside environment for over 50 people.
“Allowed collections and cultural events in external environments up to 50 people. The organiser is obliged to ensure that the 1m physical distance between people and the presentation of evidence recorded at 26.1 and 26.2, in addition to participants under the age of 12”, it says at this point of the Government's decision.
Such a decision comes just a day after the Social Democrat Party's call for protest, where increasing citizens' interest in participating has been observed.
Kosovars are concerned about expensive electricity and are expected to join the protest called on January 29th, at 2: 00 p.m., which will be organised in “Zahir Pajaziti” Square.
The government has taken sides. It's lined up with big private businesses. The only ones who will not be affected by electricity growth. It's time for us to take sides. We citizens who will pay the electricity to oligarchs. It's time to get organized against such injustice”, the PSD calls for protest.
As far as Prime Minister Kurti's decision seems to be subtle, considering that there were no restrictions on the gathering of 50 people earlier.
Meanwhile, electricity prices will not be low at all until the Energy Regulatory Office (ZRRE) in Kosovo has divided consumers into five categories: A, B, C, D, and E.
If you are in category A and spend up to 300 kWh, your current bill is 19.97 euros, but with the price of electricity rising it will become 20.40 euros.
If you are in category B, you spend 450 kWh and your current bill is 27.37 euros, and now it will be 29.66 euros.
If you spend up to 600 kWh, you are in category C and your current bill is 35.86 euros, with new prices it becomes 38.92 euros.
If you are in category D, you spend up to 800 kWh, the current bill is 47.19 euros, but with the price increase in bills becomes 74.17 euros.
If you are in category E, you spend up to 1000kWh and the current bill is 58.52 euros, while at the price rate it becomes 109.42 euros.
