Pristina-Red Crimes Director of Kosovo Police Latif Merovci has said that the head of the killing of Triumf Riza has been unknown until the units had been on the scene, while investigators had heard that the driver of this murder was Enver Sekiraqa.
Such a statement has been issued by Merovci at the session held Monday, in the case that Enver Sekiraqa is accused of inciting the assassination of Triumf Riza, reports “Justice Vowif”.
Responding to special prosecutor Haki Gecaj's questions, witness Latif Merovci said that in 2007, when the assassination of Riza had occurred, he had had the position of the director of the grave crimes investigation.
The murder was before 4: 00 p.m., and that's our regular schedule, even though we work after this hour, we've been notified either by the central operating center or by regional investigation units, or even by radio-link”, the witness said.
Witness Merovci said that following the announcement that the murder of former police official Triumf Riza, Lieutenant Fadil Gashi and serious crime sector investigators had come to the scene, while he personally said he had not been to the scene.
Asked whether the prosecutor has been notified about the case, the witness has said that police station units -- Pristina regional units -- have first emerged, and according to him, prosecutor Osman Mehmet has been at the scene, but said he has no knowledge of who had announced it.
The witness stated that while the units had been at the scene, reports received by Lieutenant Fadil Gashi, the chief criminal chief of the crime has been unknown.
I was told that the chief of the crime of the murder had fired a gun to the victim and was quickly removed, the allegations were that the chief leader had gone out to kill the victim, because there was no verbal or physical conflict between the chief and victim”, the witness said.
According to him, one of the eyewitnesses took a picture of the head of the murder.
Asked by the prosecutor that at the scene of the event any proposals have been made to make raids, the witness has said permission to search and raid has not been requested because it is not necessarily required.
“From the site of the event, Lieutenant Fadil Gashi has informed me that according to the investigative team's assessment of information gathered at the scene, in co-operation with the prosecutor, a few raids will be conducted”, the witness Merovci said.
According to the witness, he had been informed that it was considered reasonable to do several raids, such as in Enver Sekiraqa's club, home, escorts, and several other suspects.
He has said he has been asked to request a verbal order from the judge of the preliminary procedure.
The prosecutor with the investigative team has estimated to conduct several raids and have asked me to contact Prosecution Judge Drita Hoxha and take the verbal order to raid”, the witness Merovci said.
Merovci said that after that request, he had contacted Judge Hoxha and from her has received the verbal order for the raid, and after receiving this order said he had immediately communicated it to Lieutenant Gashi and prosecutor Mehmeti.
Prosecutor Gecaj introduced the four recordical witness to the raid, in three of them, estimates that the raid was carried out at the order of Judge Drita Hoxha, while the judge's name was not recorded at all in a procession.
Many units have been committed to conducting raids, so mistaking the name or not writing it may be the result that there have been many engaged units, and the investigator may not have written”, the witness Merovci responded.
According to the witness, he personally was near the site of the event, but not in the part that was surrounded by tape, as well as near the Sekiraqa bar.
The Witness reasoned that he would move near the Sekiraqa bar with information on the field that Enver Sekiraqa may be the possible head of this murder, as he said there has been a history of the conflict between the late Rizza and the accused Sekiraqa.
I've been informed by investigators that the suspicious person who may have committed this murder is Enver Sekiraqa”, the witness said.
After the witness has stated that five minutes of his stay in the vicinity of the Sekiraqa Club has not been aware of what actions were taking police units, Sekiraq defender Kosovar Kelmendi asked him whether it means that police units have entered the Sekiraqa bar yet without securing the verbal ordinance from the court.
It doesn't mean that, not necessarily, it doesn't mean that there was no verbal order when units were entered”, the witness answered.
But Kosovo lawyer Kelmendi asked the witness about a country report on the event, where according to this report, it finds that the raid at the Sekiraqa bar occurred before the verbal order by the presiding judge is given.
“Bastling requires orders, while sighting the site does not require orders. What other police units have done, I don't believe the raid, and it hasn't started until it received verbal order from the pre-procedure judge. This doesn't mean that no one was stopped in town, no one was asked as a witness, no one was arrested, but the knowledge raid that I carried out after the verbal order”, the witness Merovci responded.
Lawyer Kelmendi asked the witness what the police asked for an hour and 15 minutes after the murder of the late Riza, at the Sekiraqa bar, when neither the investigators in the field nor the room of the incident have yet to identify any suspects about this murder.
“has not been identified as the chief of the work the first hour after the murder, but the police have not been able to sit down without taking any action, to do “sehir”, do not take any witnesses from”, the witness said.
But lawyer Kelmendi said there's not a single eyewitness who's seen the story, except a witness who photographed the suspect on the run, and asked the witness who the police were pointing at the Sekiraqa bar, yet not finding out.
These questions could be posed to investigators and responsible officers who were locked up in this case”, which was the witness's response.
The lawyer asked the witness about the process of raiding the Sekiraqa bar, in which the judge's name of the preliminary procedure does not prove, as well as according to her, the Batision clock is 19:15 minutes, while the outcome at 19:45 minutes, already in the criminal technique report, according to the lawyer, has been found that at the Sekiraqa bar have arrived at 18:50 minutes, while in the photo finalum marks time 17:40 minutes.
All these questions can be posed to investigators. It was possible that anyone who compiled the record that did not reveal the name of the judge has not been reminded of the judge's name and was unable to mark the”, the witness responded.
But lawyer Kelmendi asked the witness that even in another record, in which the judge's name is found, it is not the name and signing of police investigators.
You can contact the investigators and they'll give you explanations. I believe the names of the investigators who have part in the raid must be written”, answered witness Merovci.
The Witness has said that the name of Arben Berisha, who had also admitted that he had been deprived of the life of the late Riza, was known to the police.
He has said that as leader of the investigation into Riza's murder, no remarks had been made to any of the police investigators.
The Witness added that according to the information, the deceased has been forwarded earlier before he is killed, reports the “Bet on Justice”.
Asked by the chairman of the court, Judge Agim Kuci has heard from someone that Enver Sekiraqa has prompted the killing of the late Riza, the witness has said that the investigators had heard that the trigger of this murder was Sekiraqa.
The next session is expected to be held on September 8, 2021.
The Constitutional Court in Pristina, for the second time on September 16th, 2019, had convicted Enver Seker Sequirah of inciting the murder of former police officer Triumf Riza and had pronounced him a 30-year term sentence.
However, the Court of Appeals on March 6, 2020, had decided to approve Sequirah's defense complaint by turning the case for the second time into retrial, as according to Apelit, the first degree of judgment was taken in violation of criminal procedure provisions.
The session for the same case was condemned on May 17, 2016, for two counts of criminal action for “in inciting serious murder” and for the “dyrim” with a unique sentence of 37 years in prison, and had been released for criminal work “rape”.
The Court of Appeals, on October 24th 2017, had held a hearing concerning the appointment of security measures to Enver Seker Sequirah, after the same court on October 19th, in the evening hours, had freed him from custody and pronounced him the measure of house arrest.
For changing the security measure against him, three Appeal judges -- two of EULEX's ranks -- Elka Ermenkova and Anna Adamska-Gallant, as well as local judge Marem Memaj.
But, this court, after just two days, had decided to return her back to custody, Enver Sekiraq, and for that, a photograph had been published on the social network, by friends who had visited her after her release from custody.
With this, the second-instance court had estimated that Enver Sekiraqa violated the measure of house arrest he had been assigned.
In contrast, at the hearing of the Court of Appeals, which was held on September 6, 2017, where complaints of the parties were considered, Enver Sekiraqa, had demanded that he be released from custody and protected in freedom.
And as a guarantee of his release, Sekiraqa had offered his wealth, including his home, establishment, and a sum of money, which he had said would be collected with the help of his family.
The international prosecutor of the Appeals Prosecutor, Anca Stan, at the September 6th session of the Appeals College, had stated that besides the complaint claims, there was nothing to add, but the same had said that the demand of the defence party to exclude some of the crude evidence is wrong.
In April 2014, the Special Prosecutor of the Republic of Kosovo had filed charges against Enver Seker Sequirah for three criminal acts, for inciting the murder of Triumf Riza, <x0detyrim” and “rape”, where the first-degree court had declared him innocent.
The prosecution claims the incident occurred in “Swiss Casino” between Sequirah and Riza was one of the motives that led to the killing of Triumf Riza.
In “incident Swiss Casino” had occurred in December 2006, while Enver Sekiraqa and several of his escorts were included on one side, and the late Triumf Riza of Arben Selmani on the other. Arben Selmani was left in this seriously injured incident.
Triumf Riza was killed on 30 August 2007, the murder for which Arben Berisha has been sentenced to 35 years in prison, while Enver Sekiraqa to 37 years.
