Mr. Simmons was shocking and terrifying, each heavier than the other, and compromising the work of the EULEX mission in Kosovo by questioning its great credibility.
Political interference
Simmons has openly said that the work of EULEX judges was not independent and uncondemned as previously thought.
In fact, it was marked by direct political influences that had even been concrete.
He mentioned there have been regular meetings with embassies of European Union member states, which embassies pressured judges to have sentences for cases where there was even no evidence.
Former KLA leaders had been the main targets.
A strong political influence, according to Mr. Simmons, there was also dialogue between Kosovo and Serbia in 2014 and 2015, specifically citing the case “Drenica” and the case “Kleka” as the worst.
Irregularities
He has cited a series of irregularities that took place in EULEX, and for which he had witnessed himself.
To give an example, he mentions a EULEX judge named Adamska, who was suspected to have had sexual relations with another judge but EULEX.

It had been in open conflict of interest with their work, while maintaining an interesting exchange with e-mail.
The “was very interesting in the case. Just two minutes after a request was made by the judge, that request was accepted by the next email. Why would Judge Adamska be placed in the “Drenica” case? Why wouldn't another ten judges be elected in that case?
European Union
Special pressure had made European Union member states.
The Eulex member states are awaiting sentences,” Kimmons reported saying in this case Judge Charles Smith.
The case was “Klecka”, which he declared should never see the courtroom because of lack of evidence.
On four separate occasions, there were claims that Charles Smith tried to intervene in judgments. I can offer you documents on all four occasions. And it wasn't just Judge Smith who wanted to intervene. He said further.

Even further, there has been no reaction from the European Union or from the bloc's member states on these allegations of Mr. Simmons.
He called it EULEX is open and understanding as a mission with <x0 political agenda” that was pretending to be sheep being actually a wolf.
Co-operation with Serbia
EULEX's even more critical point seems to be co-operation with Serbia. Concretically here, he cited the handover of war crimes documents by EULEX prosecutors towards Serbian prosecutors.
But what's beyond this file delivery?

Simmons has clearly stated that EULEX was not interested in investigating and judging Serbian criminals who committed war crimes in Kosovo during the 1998/99 war.
He implied that through such an approach, the KLA soldiers were pursued and Serb criminals were left without justice, Albanian war victims.
But, Simmons also speaks in the first person, showing how EULEX had prompted him to open the case to Serbian loyal politician towards Kosovo Oliver Ivanovic, so that he would not participate in local elections.
Special Court
The [special court] is the one-ethnic court, formed to punish Albanians and former KLA soldiers. Where are the criminals of Serbia, where are those who committed crimes in Kosovo? And there are thousands of people in Kosovo who are victims of atrocities that suffered in that conflict and who are not looking at justice. Where is justice for them?
The former president of EULEX judges has called on the Kosovo government to react to such a case.

He has also accused the Specials [Kosovo Special Chambers in The Hague] and that there are non-competent judges and that he controls the whole process and its outcome.
Simmons in his address also spoke of scandals and other irregularities, including the racist communication of EULEX judges for the notorious “Drenica”. /Periscope
