Kastrati says the education reform he started long ago was accepted by all the education ministers, except for current Minister Arberie Nagavci.
Kamenica's first has provided a series of excuses that the ministry should not cancel the decision on education reform. He even points out that everything MASTI is being manipulated by the masses and teachers, whose employer claims to be a municipality.
In this regard, Kastrati also underlined the 1.20th point of the contract between the municipality and the employees saying that the employee must not ask for or accept instructions regarding performing work duties from any organ other than the principal of the school and the DKA or persons assigned by the tab”. In this case, he has addressed his teachers, telling them not to betray their faith in relation to reorganization and to think better about laws that define their professional commitment. What it adds is that the “neither the Minister of Education nor the Prime Minister nor the President can protect you from violating the contract that you yourself signed”.

Education and the future in society are so interconnected that they cannot be without each other. Not today's education is done. There is no future without education. Anyone who claims otherwise is either confused or deceitful. And if it were easy for us to change course, without interfering with the present, it would be a miracle. There's no need to set the switch. Hence, changes are welcomed by those at a disadvantage, opposed by privileged ones. For this reason, it is deeply meaningless to say that an initiative for positive changes in education would be rejected by those countries that need this change. No rational arguments have been given to this day to keep children in small classrooms, where there is no application of curriculum, no interoper interaction, no diversity, and often no security.
No parent will choose the worst option if there are two options for his child's future.
The most creditable studies for which there is broad scientific consensus encourage the reorganization of the schools we have started. Numerous experienced professionals and professional integrity in Kosovo have confirmed this. The absolute majority of citizens recognize that reorganization is necessary.

But not being immune to manipulations, political use of the education issue, and other events that affected the course of the process, obstacles occurred and are taking place today. Even though these obstacles may be understood, can they be accepted? Does a education ministry's decision to oppose reform weigh more than the best future of children? Should reforms be discontinued except that there is great pressure from some who have nothing to lose?
We all know that there are no weighty arguments worth more than the need for reform.
I am not the owner of the idea of reform in education, nor do I have goals for personal gain. Everybody knows that. I am the politician built on ideals inherited from my family, my political commitment, and models that are not deterred by intimidation or threat from power. I am the new generation of politics that acts for positive social changes, not for tribal benefits. Millions of investments in Camenica and no corrupting scandal. Hundreds of projects and no problems. All possible parameters have openly demonstrated my good purpose and all of my associates in this long researched project and implemented with much commitment. The collective contract signed with educators, as I have said it, at other times dismissed the fear that teachers would initially be unemployed. In fact, dozens of teachers and technical staff with chronic illnesses have survived the contract. Tens of problems in education have been addressed due to interventions as a result of reform. As a result of the reform, the school infrastructure has significantly improved. But what happened? Why are we still in a closed irrational cycle from which children are most missing? If we reflect and share the facts from beliefs, the truth from manipulation, speculation from projection based, then we have a clearer picture of the situation and history of how we got here. If we rely on norms, conventions, laws and administrative guidelines, then all this infrastructure supports the municipality's position. Clearly, the competencies of the primary and lower middle education organisation are of the municipalities.
That is why the ministry cannot cancel the reform decision. That is why no such thing has ever been done. Therefore, all the ministry is doing is manipulation with the move and teachers, whose employer is the municipality.
At 1.20th of the contract between the municipality and the employees it is clearly stated that the employee is obliged “not to request or accept instructions regarding performing work duties from any organ other than the principal of the school and the DKA or persons assigned to them”. Therefore, honourable teachers, anyone who has invited you against the Law on Local Self-Government, the Law on Pre-Suniversity Education, the Education Law in the Community, the Labour Law, and the work contract manipulates you and endangers your professional future and financial security. Therefore, my prayer for you is that you don't betray your beliefs in the matter of reorganization. No one has the right to impose on them the idea that reorganization is right.
But I beg you very much to think carefully about the laws that define your professional commitment.
Because neither the Minister of Education nor the Prime Minister nor the President can protect you from violating the contract you yourself signed. I understand that your position is no longer appropriate. I understand you have been given the promises of declarative security. However, I assure you that violations on the part of the ministry are flagrant, and in the face of the law we are all equal, regardless of how powerful they may appear or try to be certain persons. The Ministry of Education is not the chief of the municipality in organising education and cannot act against law. Children who have lost their learning should take up accelerated instruction and regular instruction, not in unconditional and friendless objects, but in schools with adequate quality infrastructure and learning.
