After citing some data from the Kosovo Statistics Agency that speaks of unaffordable or unconventional residence in Kosovo, the prime minister has promised that he will secure residence for all:

It is an honor to be part of this meeting of the Project Consultative Committee with the aim of discussing Fissibility Study for the Kosovo Social Residence Programme this extremely necessary programme.

A society is so strong that its weakest dwelling link in us is a beautiful weak link. To be even worse, this link has remained out of sight for public debate and behind past governments.

Statistics do not tell everything, but much can be understood. Recent data from the Kosovo Statistics Agency shows that, for 90% of the family economies in Kosovo, housing and housing expenses are burden. For 53.4%, they're a heavy burden. Only 10% of housing and housing expenses are no burden.

Besides the burden of housing insurance, housing conditions are a serious, daily challenge, of an enormous number of households. Nearly every fifth families in urban areas and nearly every fourth in rural areas have problems with roofing or flowing roof; walls, floors, wet foundations; window frames and rotten floors. Insufficient space is a challenge in itself then. The average number of rooms per member is 0.85 rooms, which means less than 1 room per person.

A home like where everyone looks for warmth at the end of the day, it is icy for many families. 40.2% of households are unable to afford to keep their home warm.

As we see new multistory buildings built on all sides of the country, we cannot help but remember the paradox that the global financial crisis of 2008. Since a large number of citizens in the United States had failed to cope with loan installments, they were forced to leave their homes financed through the bank. And since the incomes of many citizens had declined, the demand to buy a home had dropped. The result was a sad paradox - many homes without people and many people without homes.

And we, apart from having empty homes and homeless people, as we saw from the statistics earlier, also have many people who live somewhere and somewhat with difficulty. Many social categories, such as young couples, family heads, or women who experience domestic violence, have the main challenge. And for other non-advanced residential categories, it may be an important explanation of health problems.

Knowing these and many other problems, we, like the Progressive Government, aim to secure residence for all. Living for all means more than a roof over the head. Living for all means dignified living conditions. Dwelling for all means sufficient space, warmth during winter and cool during summer, the prospect of developing a new life. It means calmness and privacy within, community living outside.

For starters, during the campaign we have introduced the residential security plan. This plan has been conceived for many social categories and professional groups. This plan is dedicated to young couples, women family heads, but public servants such as educators, nurses, policemen, firefighters, or even public administration.

During the first government mandate, we will enable affordable residences of 40,000 families. This will be achieved through the program “120<18x1> and “1501850”, where the beneficiary families will be owned by monthly installments of just 120 euros, respectively, at 150 euros, and over a period of no more than 150 months. The annual cost of this project is about 22m euros, but this sum gradually turns to the institution, which will be established and tasked with implementing the project.

This is just a start. Because we also understand the need and importance of residence, especially the social one we are discussing here. While residence is a necessity for the family, social residence is an important link to society because it constitutes the community. Sharing common spaces means more opportunities for recognition and communication with one another, more opportunities to get closer to people. Today, when loneliness is described as one of the greatest mental - health pests and therefore physically, solidarity and closeness among people becomes increasingly necessary.

As prime minister of the Republic of Kosovo, I want to assure you that our approach in this and other mandates will be progressive. Making Kosovo viable means to make Kosovo habitable. We're not leaving anybody behind, we're not leaving anybody out. We'll make sure we're all living. Not only shelter, but dignified housing. Individual and social. For family. To the community. To society. To the Republic.
