Based on the Law on Economic Recovery, which in the Kosovo Assembly was adopted in December last year, the Kosovo Government, led by former Prime Minister Avdullah Hoti, has earmarked 222m euros for the private sector, health, social schemes, education and culture.
The Kosovo Assembly, meanwhile, has elected the new government led by Albin Kurti of the Vetevendosje Movement on 22 March 2021.
MPPT: Economic recovery law under consideration

Under the law, for the private sector, we're putting forward three salaries for workers who have lost their jobs, subsidised export for local producers, milk stock, gastronomy, entrepreneurial support and means for the Kosovar Fund for Credit Guarantee.
Bajrami: Ministry of Finance May Continue Distribution
Former Finance Minister Hykmete Bajrami, in a conversation for Radio Free Europe, considers that the current minister, Iron Murati, will likely continue distributing funds for specific sectors. It shows that during the time it was in the ministry, a group at the institutional level has been formed, which has been preparing the criteria for paying salaries for workers who have lost their jobs.
Based on the Law on Economic Recovery, it is said that on the part of the Republic's budget, Kosovo is paid salaries for private sector employees for the October-December 2020 period, which, as a result of the COVID-19, have left or suspended their jobs for the period of no shorter than three months. The amount of pay for these workers is 300 euros per month.
This group has been working and being separate tools. Divided tools have had different sectors. There are fivem euros earmarked to be issued under the umbrella of the Kosovar Fund for the Cre-day Guarantee. The trail is budgeted and has separate means. I believe in this period there are means in Kosovo's budget to help some citizens and businesses”, Bajrami said.
The Finance Ministry, at the time it was led by Hykmete Bajrami, has allocated about 100m euros from this law, but only about 30m euros have been spent for the private sector, while the rest for the health system, social schemes, education and culture.
Sogojeva: Government Neglecting Implementation of the Law for Economic Recovery
One of the sectors estimated to have largely been damaged by government measures for preventing corruption is the gastronomy sector. Threem euros have been earmarked for the sector, but which have not yet been distributed.
While this value is insufficient in the face of losses caused by the pandemic, Hysen Sogojevo, chairman of the Hotel and Tourism House in Kosovo, the government is neglecting law enforcement.
According to an account of this deal, from threem euros, earmarked for the sector, could benefit from between 20 and 170 euros, as according to him, about 20 thousand such businesses operate in Kosovo. In fact, Sogoyev says that there are businesses in the sector that have not worked at all 500 days, such as hotels and wedding halls.
This is a negligence and we are not seeing any innovation in this government either. This government must find a solution or enter loans to increase vehicle value or distribute those tools to businesses that have never worked at all. It is a sin, over 500 days not to work at all”, he said.
In addition to separate means under the Law for Economic Recovery, the gastronomy sector is seeking financial assistance from the government for recent measures to prevent and combat pandemic, which have been in force until April 18th.
Based on these measures from April 7th to April 18th, the government had suspended activities in gastronomial services, in addition to the services involved and the orders.
However, so far by the Law on Economic Resurgency, 30m euros have been earmarked for the private sector. Of this value, six and a half million have been earmarked for self-employed, one million for women in the economy, and one and a half million for covering the guaranteed fee for the Kosovar Fund for Creday Guarantee, 13m euros for the agriculture sector, and eight million for subsidisation of the Energy Renewable Resources fee.
