Since the beginning of the Covid-19 pandemic, wearing protective masks in public places was mandatory for citizens, until Hoti Government abolished this decision that no citizens have been informed of, not even the police that still continues to fine citizens for disrespecting this antiCondivus measure. Since September, with the abolition of government decision No. A 0117 dating back to 28,07,2020 masks has not been imposed on citizens. This decision has been abolished with the No.0132 verdict of 25.09.20, and no subsequent decision to wear a mask in public places was included as a binding measure of law, Periscope writes.
In the July government's decision, Hoti finds paragraph number three (3) forcing citizens to wear masks in public places.
“Oligations are all residents of the Republic of Kosovo to wear masks on their faces in all activities outside their homes/houses and to keep the 2m physical distance in common environments outside their houses/houses, and to impose labor institutions to create conditions for this distance to be applied at work”, said in paragraph 3 of the decision No.0117 on 28.07.20.

But after two months, the upper decision has been abolished, and with that, wearing masks has not been binding on citizens.
“The decision No. 0107 of July 28, 2020” is humiliated, says at the No. 20th point of the August decision with the number 0132 date 25.09.2020.

In addition, for five months the masks have not been imposed on the government decision, police have continued to pronounce fines of 35 euros to citizens, implementing an illegal measure, writes Periscope.
By Law No.07/ L-006 for the Prevention and Combating of Covid-19 Pandem in the territory of the Republic of Kosovo, the Government was authorised to appoint measures to prevent pandemic.
Article 10 of this law ʹthe measures for protection from pandemic COVID-19, specifically defines: “1. The government approves strategy, programme and sets measures for prevention, management and control of the COVID-19” pandemic.
While Article 24, paragraph 5 stipulates that “physical person who does not respect the decision of the Competent Body to wear a mask is fined by thirty-five (35) Euro”.
Periscop has contacted the Kosovo Police to get an exact figure, how many people have been sentenced for this period of time just for failing to wear the mask, but police have not shared types of fines.
From Kosovo police have indicated that from August until now, over 133 thousand tickets have been pronounced, a part of which is also about the failure to wear masks.
Kosovo's “Police, all of its actions, take the legal authorizations it has, including police commitments in implementing the NR law. 07/L-006 for the prevention and fighting of the COVIID-19 pandemic, where, under the entire territory of the Republic of Kosovo from the date of 2608.2020 to 14,02.2021, 133.360 leafies (tects) have been filed, under the law against persons without the law for noncompliance of measures to the Devis 19 pandemic, including fines against political subjects. ”, said in police response.
Otherwise, there have been physical conflicts between police and citizens for not wearing masks that Periscope reported exclusively./Periscopi/
