One of the reasons the Special uses in this refusal relates to intervention in the Kosovo judicial process, where the charges appeared that the Kosovo Intelligence Agency (AKI) had two agents submitted as witnesses to give evidence fabricated.
The Special also lists former President Hashim Thaci's political opponents' connections with terrorist organisations, the behaviour of leaders of the KLA war veterans' association, including Faton Klinkak's statements this summer, and alleged crimes that have become hit between Gucati and Haradinaj, all clearly indicate that this climate continues.
And another reason is related to Thaci's release even to the uncertainty and fears of the occasional witnesses.
The witnesses do not need to be physically hurt to be afraid; and the prospect of releasing the accused in Kosovo creates fear and uncertainty in witnesses in this case”, the Special Court documents say.
