I think Serbia, failing to prosecute war crimes, is in fact showing that it is unwilling to condemn those responsible for major crimes, mass crimes, serious crimes committed in Kosovo. Serbia until 2011, I would say, has pursued a good course in prosecuting war crimes, one of the best judgments was right after Milosevic's dismissal, this is the trial for crimes against children and women in Podujevo, crimes committed by the Scorpion Police Unit, but Serbia today is much of Serbia after October. Today, Serbia rarely raises the indictment, there are no new charges of crime in Kosovo, and if we value it as a political rhetoric for what happened in the past, I would say that Serbia is not ready to accept the facts that strongly accuse Serbia of crimes in Kosovo, and that seems to be a problem, but without that, without this connection to criminal responsibility, it is difficult to resolve the issue of the missing”, he says.

The prosecution said that if there were future prosecutions in Serbia, the state would focus on the disappearance of Serbs and never on Albanians for the time when Serb police had control in Kosovo.

In addition, it would be important for the disappearance of even criminal legislation to be defined differently, to be a criminal offense, which is not primarily in Serbia, but I am afraid that the prosecutions in Serbia are developing that in the future will focus on the disappearance of Serbs and by no means the disappearance of Albanians at the time when full control in Kosovo, Yugoslavia's army and members of Serbian police were in certain areas, it adds.

The founder of the Fund for Humanitarian Law in Belgrade cites the fact that the Government Commission for Undiscovered Persons in Kosovo is not guided by a controversial person, while stressing that he in Serbia, Vejlko Ordalovic, is justly challenged by Kosovo institutions and other people.

She says Kosovo must continue to pressure by criticising Serbia for keeping Odliovich at the helm of the Commission for the Undiscovered.

Persecuted, he estimates that for resolving the issue of missing persons, there should be a political agreement, and according to him, those with information on the events that occurred must hand them over.

I think there should be a political agreement, to resolve the issue of the missing, with all the consequences going to happen, and those consequences are, in that for a number of missing residents, it has to be said that mortar remains are destroyed. Where people stood, mostly the elders in the houses, on beds, after the Serb formations expelled the entire population, and when they returned, after several months, found ruined houses, someone found some bones under the rubble, but most of them were not found. How would archives resolve this issue of the missing? Just in order for the responsible commands to have some information somewhere, to extract information, that the elderly were either burned with their own homes or did something else, such as getting the elders out of their homes, and what happened to them. So I believe that such data is not found, there are no such archives in which [...] are found. But that these people existed, and that these people after that were not found, but that they were left alone in their homes, in areas where certain formations had full control, and that means data, fate would be clarified, if there were to be a political agreement to present those data, that those commands, those battalions and units should present those reports. [... ] But for this there must be a particular political climate, which will target the final break of enmity between Kosovo and Serbia, allowing families to bury mortore remains, and if there are no such remains, then consider the establishment of some” memorials, says Ka exactly.

In addition to the political agreement, Ka persecuted estimates that there should be an international professional commission that would contribute to resolving the issue of undiscovered persons.

So there are different categories of missing people, and that's why it's necessary to have a professional commission in addition to the political agreement, I think that existing commissions, neither of Kosovo nor of Serbia, but there should be an international commission in which representatives of national commissions, led by an experienced international expert and knowledge, in connection with the issue of missing persons”, she says.

He adds that data collections should be done in specific areas that she says have been controlled by Serb military formations, which would help whitewash the fate of undiscovered persons.

“These (the data) are possible to gather, if there are genuine, reliable agreements between the two sides that they do, otherwise, having experience with politicians, especially in Serbia, even when it comes to the missing in previous 1991 wars, I would say that there are no politicians who keep their word as they say, and there are always different interests that at least contribute to the solution of the particular”, says the prosecution.

As far as Kosovo-Serbia dialogue is concerned, persecution says Brussels' preparation does not look good enough.

“Personally, I don't see how this can end with the recognition of Kosovo, what's clear just that there is, as it were, any secret talk about defining territories with special agreements, but we don't know what else is on the agenda. It seems to me that the right address is an improvement to say the frame and to correct the subject. The preparation of Brussels does not look good enough, rather constructive, and it seems to me that the State Department (U.S.) would be more involved or the State Department envoy, but for now this is not seen, we see that the situation is unchanged, I think it is good that there are no more talks on the exchange of” territory, she says.

The Serbian activist rejects Serbia's actions against recognising Kosovo from different parts of the world, for which there has been a vicious campaign on the part of the Serbian state to prevent Kosovo from membership in international organisations, in addition to the campaign against citizenship.

I think Serbia should come to that position but I don't know how, to understand, to understand how important it is for Kosovo to be a member of the Council of Europe and of various international organisations, because it is also in the interest of Serbs in Kosovo, and we should never forget that 100,000 Serbs live in Kosovo. That they should integrate politically and that they will be more politically integrated if Kosovo is a member of the Council of Europe and various international organisations. Only in this way can I say that it is the goal, normalisation, is for Kosovo to become a member of the United Nations”, says Ka persecuted.

Human rights activist Natasa has been persecuted over the years for her commitment, and in 2018 she was even nominated for the Nobel Peace Prize.
