Minister Donika Gervala does not declare two positions in business, NGOs, nor family wealth

Foreign Minister and Diaspora Donika Grovalla has not declared two positions in her business in Germany and the other in an NGO in Kosovo ) nor has she told about the wealth of her husband and children in the statement she made at the Anti-Corruption Agency (AKK).

The “Justice Vow” has investigated its functions in Kosovo and other countries and found Donika Grovalla not making the correct statement in the AKK.

Likewise, the “Justice Trust” has analysed the legal basis and found that the declaration of property as the Foreign and Diaspora minister has done is not in accordance with the law.

The “Justice Vow” has investigated wealth and owns all documents that the deputy prime minister has another business in Germany and holds the office of executive director.

She figures she's executive director in “A LBLINGUA UG”, this organization that offers services regarding Albanian and other language services, as well as the development of skills for the national and international area.

The Law on the Declaration of Riches imposes each official with high public functions, in this case also the foreign minister to declare each other's position in public or private institutions. Denial or false declaration of wealth enters the determined works of the Penal Code, respectively, Article 430.2.

In addition, the deputy prime minister has not declared wealth to his husband or other family members, since it is thus required in Article 5 of the Law on the Declaration of Riches. Whether her family is wealthy, it is not known based on Donika Grovala's statement to the AKK.

The deputy prime minister of the Republic of Kosovo has another position in an NGO that is the “Jusuf Gervala” Foundation. There he finds himself exercising the office of director and authorized representative. This post also conflicts with Article 14.1 of the Law for the Prevention of Conflict of Interest and the Army of Public Function that stipulates: “Supreme Office may be a member of the governing body, except for the leading function, of the nongovernmental organisation from the release of science, sports, education, and humanitarian activities, and similar without the right to pay, in addition to compensation of travel spending and other expenses related to it”.

In its declaration of property, which he made on April 22nd of this year at the Anti-Corruption Agency (AKK), Donika Grovalla has published only the post of Minister of Foreign Affairs and Diasporas and as deputy prime minister. Of these positions, it has declared a thousand euros of 222 euros a month. He has declared that from German judicial institutions he has agreed to inflow of 27 thousand euros. It has shown that it owns agricultural land and a house worth 120 thousand euros, as well as a personal car worth 10,000 euros.

Meanwhile, “Justice Trust” from Thursday has sent questions to Minister of Foreign Affairs and Diaspore (MPJD), Donika Grovalla, who has not returned to the question of why in the wealth declaration has not included a business in Germany, has declared no assets of her husband and children, and has not declared that she is the authorised representative of a foundation.

The “Justice Vow” has sent questions to the address of MPJD and Minister Gervalla on September 30th, and until this moment the text is being published, MPJD has not returned the response. It has been asked whether it holds another executive position in any public or private ethnicity in Kosovo or in any other state and whether there is any position that the function is exercising. Geralla has not even answered the question of having even declared wealth of family members in the Anti-Corruption Agency.

Questions were sent to Donika Grovall's e-mail, the official email of the Ministry of Foreign Affairs and Diaspora, as well as to Gervala's personal assistant, Besiana Havani. We have given them time to answer their questions until Friday at 3: 00 p.m.

Donika Gervala's appointment to the government position was made on 22 March this year. It had received 71 thousand and 722 votes on the Vetevendosje Movement list, where it had gone along with several other officials of the Democratic League of Kosovo.

In his statement of wealth, Donika Grovalla has even published her husband's name Schwarzc until only Donika Gervalla published the official page of the Ministry of Foreign Affairs and Diaspora. There is no further record of Minister Gervala on MPD's page
