The president of the Republic of Kosovo, Hashim Thaci, has agreed to a year-long technical extension of the EULEX mission's mandate with a correspondence with EU High Representative for Foreign Policy and Security Josep Borrell. The technical extension is taking place after the pandemic has been unable to negotiate the future of EULEX's mandate.
In his review, President Thaci has expressed readiness that “in order to ensure the continuation of the European Union's Mission for Rule of Law in Kosovo (“EULEX KOSOVA”) during these extraordinary circumstances, Kosovo agrees on a technical extension of EULEX COSOVA, late on June 14, 2021<2>
President Thaci has also voiced support for the mission, confirming that Kosovo institutions continue to support the entire mandate of “EULEX COSOVA” in line with documents signed so far.
In his response, EU High Representative Josep Borrell accepts this compatibility for EULEX's one-year technical extension of Kosovo until June 14th 2021, and highlights EU support for Kosovo, with particular emphasis on support at this time of “the unprecedial precidence” caused by the pandemic.
EU representatives, speaking even on behalf of EU member states, have announced that because of the COVID-19 pandemic, it has been impossible to hold meetings to review EU missions, including EULEX in Kosovo, and have sought consensus by local authorities for technical extensions of current mandates for a year.
EULEX's mandate has been negotiated every two years and the mandate has gradually been reduced and competencies are being maintained to local organs.
