Prime Minister Johnson described this possible move as “one of the most important changes to our visa system in history”.

Earlier, Foreign Affairs Secretary Dominic Raab had said the offer would be only worth 350,000 foreign citizens holding British passports in Hong Kong.
However, Mr. Johnson said he would extend the same offer for 2.5 million people in Hong Kong who do not hold the British passport but are able to obtain it.

Details of this law are still being drafted, but, under current proposals, many people fear that this law will be used to punish freedom of press, expression and protests in Hong Kong. /Periscope
