Former American diplomat: Kosovo-Serbia agreement reached, only remains for EU to be reconciled

He, in an interview for the Serbian-language North American “Zer”, has stressed that the EU will have to accept “Territorial Commission”.

Richard Grenelli, the White House's special envoy for the Kosovo-Serbia dialogue, has recently indicated that he is continuing to work towards advancing a comprehensive agreement between the two sides.

“Paralysically he has continued his priority task, promoting a possible peaceful agreement between Kosovo and Serbia HINA Thaci and Aleksandar Vuciqit”, Hooper has said.

According to him, without taking into account internal political maneuvers in Pristina and Belgrade, “they pose no obstacle to a comprehensive agreement between the two sides”. Furthermore, he says the following months may be “decisionmakers”.

However, the main key to all that the European Union holds, he thinks.

“Grenelli must help the European Union accept an agreement containing the territorial component. Serbia also insists on EU membership, as part of a comprehensive agreement”, Hooper has said.

He says Serbia and the EU are actually located on opposite sides of the “draft agreement reached between the two presidents, Thaci and Vuciqi”.

“Vuciqi seems to be easier to deal with Thaci than to persuade German Chancellor Angela Merkel to accept their agreement. This has not been the expected result of negotiations between Serbia and Kosovo”, Hooper has said in progress.

Over the next two months, Serbia will be preoccupied with the June 28th elections, while the formation of a new government is being targeted in Kosovo.

“Meanwhile, Yerenelli has access to May and June to persuade the EU to adjust its stance to the thinking of Vucinqi and Thaci. If the US special envoy fails to convince the EU of the already reached agreement, the possibility of ending the confrontation between Serbia and Kosovo” will end, Hooper thinks.
