Rron Gjinovci's Boygo O RCA: Calls <x0-medicating” proposed for education minister by AAK

The Education Growth Organisation, which is headed by Rron Gjinovci, a daily policy analyst close to Vetevendosje, has charged Mr. Rame Likaj, the name mentioned as the new minister of education, Science and Technology as “misleading”. “S along with 7 other Likaj professors have advanced through works in forged magazines [...]

“S along with 7 other Likaj professors have advanced through works on counterfeit magazines that have enabled them through academic fraud to fan the number of works. ” reportedly in Orca response, Periscope follows.

This nongovernmental organisation has named it a “attack on quality” Mr. Likaj as minister of education.

“O The RCA views this potential appointment as a direct attack on quality in education in Kosovo. O The RCA will take all necessary actions to prevent and combat such an attack by using all available democratic means. ” ) is further said in this organisation's statement.

O RCA has taken the AAK's proposal of appointment as minister of education with concern. O The RCA considers this proposal harmful for education in Kosovo in general and for higher education in particular.

Rame Likaj is involved in Pristina University's largest scandal as one of the advanced professors through plagiarisation and academic fraud known as the case of the Faculty of Mechanical Engineering.

Rame Likaj has been advanced from the position of a professor associated with that of a regular professor in 2018 through a deceitful process. Rame Likaj, in case of his advance, has presented 19 scientific works within one and a half years, how many 19 times his Norwegian colleagues manage to publish no more than 1 work per year.

Along with seven other Likaj professors has been advanced through works in divination magazines that have enabled them through academic fraud to blow up the number of works. O The RCA has conducted extensive research on all works of the professors denounced and formed massive 492-page files, which were sent to the University of Pristina's Ethics Council. There is clear evidence in this file that in the works mentioned by the 8 professors including Ram Licane, there is noncompliance copying, plagiarization, spelling and grammatical errors, as well as the presentation of the same two - title content as two different works.

Moreover, a year later in 2019, SCOPUS index platform has ruled out magazines that have published these works after O RCA has denounced those magazines in SCOPUS as well. So there is no doubt that the job of the candidate for the minister was deceptive and that his advancement is unmatched.

The Chronology of Events

On October 8, 2018, O The RCA has handed over to the UP's Ethics Council, denouncing 8 professors of the Faculty of Mechanical Engineering, who have advanced with works in fraudulent magazines. 8 professors had published from 7 to 19 works each within a period of 1 and a half years. This is impossible, if for nothing else then for the simple fact that a professor of mechanical engineering in Norway manages to publish 0.96 works a year - not even a full job.
These eight were advanced through a buildup. Most of the works contain plagiarism, spelling, and grammar in English, which makes it impossible for them to be published in quality magazines. However, the magazines where these works were published were indexed on the SCOPUS platform.

ORCA has been directed to SCOPUS on July 6, 2018, in parallel with this denouncing.
Meanwhile, O The RCA has conducted extensive research on all works of the professors denounced and formed this massive 492-page file, which has been sent to the Ethics Council. There is clear evidence in this file that in the works mentioned by 8 professors, there is noncompliance copying, plagiarization, spelling and grammar errors, as well as presentation of the same content with two titles as two different works.

On April 23, 2019, SCOPUS announced O RCA has been informed that the magazines are no longer part of the index for 2019 from now: the “republicer [of magazines] has been informed that SCOPUS coverage for both titles does not continue for 2019 from now. ”

This announcement by SCOPUS on May 8, 2019 was handed over to the Ethics Council.

SCOPUS's decision to remove these scientific journals from the 2019 list is based on appreciation for their activity during 2017/2018, when they have even published and advanced 8 professors.

So you can say beyond any doubt based on: Ahmet Shala, Rame Likaj, Azem Kicyku, Mirlind Bruci, Naser Lajqi, Nexhat Qehaja, Rexhep Selimaj, Xhevat Berisha, have advanced with works published in fraudulent magazines.

However, the Ethics Council has not yet made the final decision on the occasion, still putting it on hold.
