Disappointing: UN investigation does not directly blame Russia for shelling civilians in Syria

A review of an 185-page internal report presented to the UN Security Council on Monday said that five out of seven cases studied by them four medical countries, a school and a children's centre -- the Syrian “government and/or its allies had carried out air attacks”, but did not explicitly mention Russia, the most important military and political ally of Bashar al-Assad.
The coordinates of all bombed countries were registered as part of the system for halting violence in the UN, and were shared with Moscow and other parties involved in order to prevent attacks.
Human Wrights Watch (HRW) said: “Refusing to mention Russia as the responsible party working side by the Syrian government... is very disappointing. ”
Rebels in the province of Idlib in Syria have said at least 70 medical care sites had been attacked by the regime and Russian bombings in the past 12 months.
Last year, the New York Times had published a long investigation, including the records of Russian pilots directly incriminating Russia in attacks on hospitals in the rebel areas. /Periscope
