Among the three beneficiaries of a contract by the Ministry of Health weighing nearly half a million euros, there is a private firm closely linked to Arben Year, the current leader of this ministry.
The private pharmaceutical firm “Agani Ltd”, in which the current health minister had worked for three years, has received considerable shares in a tender for emergency drug supplies, writes Insider.
“Agani Ltd” is one of the three beneficiary tender firms appointed: “Emergency Planning with pharmaceutical products for Corona-virus”. The total value of the contract is 439 thousand (439,900,000) euros.
On April 10 of this year, this private company selected winner of the 31st tear of the tender, worth 16 thousand (16.055.00).
According to the tender file, the Health Ministry purchased from the company “Agani Ltd”, 16.055 pieces of pills “Morphina 20 mg 1 ml” worth 16 thousand and 55 euros.
The ministry has followed the tendering procedure “negotiated without publication of the” contract. MS has only negotiated with the company “Agani Ltd”, however much the public procurement law allows more than one private company to be contacted in closed tender procedures.
But, in the Ministry of Health, they have said that only a private enterprise in Kosovo has the pharmaceutical product of morphine registered.
The MSH's procurement division has announced that there was no other offer than to the company AtjeAganião, which, according to them, is the only operator that has registered this pharmaceutical product in Kosovo”, is said to be in a written response to the MSH for Inseder.
The ministry has also said that Arben Vitit's former employers have been the sole bidders for the 31 tear in the contract, when asked about the reasons for the selection of this pharmaceutical firm as the winner of the tear.
Because it was the only company that offered for morphine, and the price of the offering was cheaper than the price MShja” had anticipated, the Health Ministry stated.
Other contract tears, related to the delivery of the Ministry of Health with 11 types of drugs to treat people with COVID-19, have won two other companies: “Freedom-Med Sh.p.k” and “LEGO Shp.k”
The latter has won most of the contracts.
Arben Year ties to firm “Agani Ltd”
The company “Agani Ltd” figures in Dugagjin's possession, Don and Driton Agani. It is based in the Gracanica municipality and deals with retail and majority pharmaceutical articles.
The leader of “Agani Ltd”, according to data found in ARBK, is Duggan Agan.
Dugagian Agani had held the position of deputy director during the period 2004-2007, when Arben Vitita had worked in the firm.
Insander found that the firm “Agani Ltd” had given great responsibility to the Year over the past three years by the current minister as an employee of the company.
Although Vitita has declared to have worked at the firm “Agani Ltd” as professional sales adviser, a document provided by the paper indicates that Vitita along with Dugagin Aganin, then deputy director of the firm, had been part of the management board of “Agani Ltd<x>.
