Bytyci has suggested that Kurti violated the Constitution by exceeding government competencies for free movement, changing the destination of 7% of the state budget, as well as constitutional provisions for ensuring free market economy and equal treatment of public and private enterprises.

Today, the dismissed prime minister would have to begin his prayers for the Constitution's Day with an apology for her multiple wrongdoing, while his dogmatic sermons to the state, the constitution and equality let him save for his followers.
Kurti has become the record not only for the short life of his government but also for the frequency of constitutional violations.
Under the circumstances of the pandemic, David-19, he violated the Constitution by seriously violating the democratic order of the state, knowingly overstepping the government's competencies, for which he also received the Constitutional Court verdict.
However, Kurti did not stop there, not long after this act of judgment that confirmed the violation of the Constitution, not only did he not repent but he adopted other constitutional violations.
A few weeks after the PDK's proposals and pressures, this government released a delayed financial package for pandemic, which it is trying to implement anti-unconstitutionally. The minister has illegally decided to change the target of 7% of the budget, again bypassing the Republic of Kosovo Assembly.
The government dismissed Kurti with this action in principle has made the same violation as the one they received verdict from the Constitutional Court.
So it has usurped the competencies of the Kosovo Assembly, because only this institution has the right to approve the completion of budget change.
And finally, to make sure that the record is safe and likely unbeatable, Kurt made his decision to be exempt from the scope of the Public Procurement Law.
With this act, the outgoing government has flagrantly violated the legal and constitutional provisions for ensuring the free market economy and equal treatment of public and private enterprises.
