The PDK continues its boycott: Addressed by letter Vjosa Osmani to return the President's photo

The deputy head of the Kosovo Assembly from the PDK ranks, Memli Krasniqi and the president of the PDK Parliamentary Group, Bedri Hamza, will boycott today's meeting of the Kosovo Assembly's chairmanship due to anti constitutional and anti-legal actions that the new Parliament Speaker Vjosa Osmani has undertaken, who has removed the official photograph of the Republic of Kosovo's president from the front wall in her office, as provided for the State Protocol.

Parliamentary Group The PDK is addressing today even with a Vjosa Osman letter and the Secretary of the Parliament, making it clear to them officially the reasons for boycotting the Parliament's Headship meetings as a symbolic and political act, and recalling legal violations in the case of the removal of the official photograph of the president of the Republic of Kosovo.

Through this letter, the Parliamentary Group I The PDK has recorded all legal violations of the Law No. 03 L-123 for State Protocol.

“Expressing the highest consideration for the Constitution of the Republic of Kosovo Assembly that you represent, through this letter, on behalf of the Democratic Party of Kosovo Parliamentary Group (from now on): The PDK, following your institutional and illegal action to remove the official photograph of the president of the Republic of Kosovo from the previous office of the institution of the Speaker of the Assembly, as well as to continue boycotting the first meeting of the Parliament's Headship, from representatives of the PDK, as symbolic and political action, through this letter, and formally requesting that in the short term of time, we stop acting on the legislation in force, in spite of this case, the letter of PDK addressing Vjoman and Kukuman.

“Parliamentary Group PDK requires you once again, read and interpret correctly, Article 20 of Law No. 03/L-123 for the State Protocol of the Republic of Kosovo (United Official Journal No. 53 by the date 01.06.2009) complete and changed to Law No. 03 /L235 for Change and Fulfill of Law No. 03/L-123 for the State Protocol of the Republic of Kosovo (United Official Journal No. 89, dated 30.11.2010)”, the PDK letter says.

For more, in the application of this article, as well as in Article 7 of Law No. 03 /L235 for Change and Fulfill of Law No. 03 L-123 for the State Protocol of the Republic of Kosovo, the Government of the Republic of Kosovo, has also adopted Rule No. 19/2011 for the selection criteria and the deployment of the photograph of the president/s of the Republic of Kosovo, whose implementation scope extends to all institutions of the Republic of Kosovo and the leaders of institutions of the Republic of Kosovo, which under Law No. 03 /L235 for Change and Fulfill of Law No. 03 L-123 for the Kosovo Republic State Protocol are ranked in rank 1, 2 and 3, while in its first group, according to score 1.1.2. It lists exclusively the institution and institutional position of the Speaker of the Assembly.

According to Article 3 of this regulation, the leaders of the institutions of the Republic of Kosovo, which are ranked in rank 1, 2 and 3, are obliged to place pictures of the president of the Republic of Kosovo/Secretary” in their offices, the PDK letter said.

“As of above, hopefully you will be more specific from your obligation, from overarched judicial acts, we encourage you to return the picture of the President of the Republic of Kosovo to the front of your office as chairmanship, and distance yourself from the non-institutional breach and not create such a precedent, which will have no consequences only at the level of development of institutional and political life in the short term, but will also have long-term consequences in terms of development and cultivating state culture, constitutional and parliamentary democracy of our re<1>, the PDK says.

After being elected to the position of Kosovo Assembly Speaker Vjosa Osmani has taken the first institutional action by removing the president's official photograph from the front of her office, as the law for protocol envisions, and appeared to replace it with the photograph of former president Ibrahim Rugova.
