One of the victims lost 1.3m euros, while others had lost family homes, writes the BBC, translates Periscope.
Fifteen people have been arrested in case.
Four others are in custody and 1.4m euros have been confiscated, according to Guardia di Finanza police in the northern city of Turin. A group of Nigerians and an Italian are believed to be behind the gang.
Although the operation focused on northern Italy, many of the victims had been from all over Europe, including the United States and China.
Economic crimes officers said there were two types of fraud: one through “romantic fraud” and the other involving IT systems companies.
