Government Approves New Measures, From Tomorrow to Work

The Kosovo government in office has approved new anti-Condavid measures. This has been made known in a media communique from the Kosovo prime minister's office to inform.

“At the request of the Prime Minister of the Government of the Republic of Kosovo, Avdullah Hoti, and in accordance with the Government's Labour Order, today is held the corresponding collection\electronic, the 51 Government meeting, in which the decision for general and specific measures has been considered and adopted for protection from the UN-based Padreja Covid-19”, the statement said.

These are all measures approved by the Kosovo government:

I. MASAT FOR THE REPUBLIC TERRITOR COSOVA

Foreign, local citizens' entrances to Kosovo

1. Foreign citizens entering Kosovo, including those with temporary or permanent permission to stay in Kosovo, coming from high risk countries according to the ECDC official list, must have test RT- PCR negative for Coddy-19 made in the last 72 hours.

2. Exceptions from point one higher do:

2.1. Whether the foreign citizen entered Kosovo via airport or through land border points and leaves Kosovo within three hours through airport or land border points, provided they sign the declaration that it will release Kosovo within 3 hours;

2.2. Foreign citizens working as professional transporters (possitors), provided they respect the protocol for international transport for protection from Ovid 19;

2.3. Foreign citizens passing through Kosovo via bus-organised transportation or regular international transit line, provided the declaration is signed that they will release Kosovo territory within 5 hours;

2.4. Foreign diplomats accredited in Kosovo as well as their family;

3. All citizens of Kosovo (including residents in another country), during entry into Kosovo, must present proof for test RT- The negative PCR, made the most distant 72 hours before entering Kosovo, should otherwise self-isolate for 7 days.

4. Exception from point 3 above makes Kosovo citizens (including residents in another state) who have been out of Kosovo in the last 24 hours.

5. The municipalities are required to provide the KKMF technical medical teams (chief Centres of Family Medicine), with the support of the Kosovo Police, to do control of travellers entering the border points: Merdar, Vermica, Kule, Hani Elez, Jarinje, the White Mail and ANP “Adem Jashari”, including before all temperature measurement.

Organising the work of public institutions and private organisations/businessers

6. Public institutions and private organisations/business without exception are obliged to monitor on a daily basis staff health in line with “Manuale for protection from the spread of Ovid-19”, including mandatory temperature measurement for all during entry into objects.

7. As long as it does not affect the performance of services and tasks of institutions, public institutions are instructed to work only with essential staff.

8. Chronic workers (according to the official circuit issued by the Ministry of Health prepared for this purpose), pregnant women and breast - giving women are released from work, both in public and private institutions, and employers are instructed, as far as possible, to create conditions for their commitment at home.

9. Public and private institutions are under way to keep arm and face-to-face disinfectors at access to the facility, which can be exploited by institution workers and visitors.

10. Public and private institutions are subjected to the introduction of any object to set visible signs of Cuddy-19 protection rules (including the sign of a ban on access to objects without masks, distance respect etc.) in line with “Manuale for protection from the spread of Cold-19”.

11. The responsibilities of public institutions, private enterprises and any other subject are under way, to take strict measures to prevent the spread of infection within their institutions, by making continued disinfectation, and by taking all necessary measures in line with “Manuale for protection from the spread of the former-19”.

Twelve. All public institutions (center and local) as well as organisations, businesses and private subjects without exception were prohibited from organising any holiday ceremonies for the end of the year.

Organizing the Education Process

13. The education process in pre-university, public and private institutions begins on January 18th, 2021, and is organised according to the Education and Science Ministry plan.

14. The educational process in all institutions of higher, public and private education is organised under the programme of relevant institutions in online form, in addition to exams, practical and laboratory work that should be organised in line with the recommendations of the IKSC and MS.

15. The public and private nesting activity continues according to the assessment and supervision of municipal authorities, based on “Manuale for protection from the spread of Covid-19”, including measuring child temperature and staff daily bases during entry into the facilities.

16. Convillus and menages work by respecting the manual for protection and spread by Covid-19.

17. All educational institutions at all levels of education, public and private, are prohibited from organising extra-school activities, such as field trips, group walks, different school staff and students and similar ones.

Organizing municipal emergency headquarters and municipal health services

18. The municipalities are required to keep the municipal emergency headquarters fully activated to monitor the implementation of measures, the health state of the infected citizens with Covis-19 and other issues, as well as to co-ordinate with the current level.

Nineteen. Municipal emergency stations, health and QKMF directors are subjected to monitoring and providing the necessary health services for at least two weeks for individuals infected with Covis-19 and will report on daily bases in the QRSHP-KIPSPK.

20. The municipalities are required to provide domestic health services for all chronically ill and for those over 65 years of age.

21. The municipalities are required, in co-operation with the Kosovo Police, to offer medical technical teams to make routine control of foreign and local citizens entering Kosovo's territory as specified at 4th highest in this decision.

Measures for people over the age of 65

22. People over the age of 65 are allowed out of the house only during 6:00-10:00 and 1600-19:00, while outside this time they can only go out for emergency and health needs by testifying with relevant documents the need to exit this time to the competent controlling body.

23. The Ministry of Labour and Social Management, in accordance with the situation created and according to the recommendations of the IKSHPK and the MSH, is instructed to free all beneficiaries of social and pension schemes managed by MPMS by regular performance at relevant offices for ID purposes as required by relevant laws.

24. Citizens staying in homes for the elderly are offered all health, social and regular health checks by the QKMFs.

Measures for Public Activity

25. There is no shortage of citizens in number of more than 4 people in public squares, parks, public places, winter and similar capital centres, with the exception of the ruling.

26. All public gatherings in public spaces of all forms are prohibited, except for cases allowed with this decision.

27. The seminars and workshops of all public and private institutions are banned.

28. No weddings and family parties.

29. Religious ceremonies and activities are prohibited, except by close family participation.

Thirty. Exceptions from the 29th highest take on special religious ceremonies organised by special permission of the Ministry of Health based on IKSHP recommendations.

Business Activity Measures

31. The activity of public markets of automobiles and animals is forbidden.

32. The slaughter of animals is permitted only in the authorized environments for this purpose.

33. Only the exercise of activities as follows is allowed (according to PACE codes set by the ARBK Ministry of Trade and Industry):

33.1. Health sector,

33.2. Security and Justice Sector,

33.3. The public sector (central and municipal administration),

33.4. The production sector,

33.5. The agriculture and livestock sector,

33.6. Construction sector,

33.7. Transporting goods,

33.8. Food products sector,

33.9. Service/distribution sector.

34. The municipalities are classified into three groups based on the risk of spreading infection:

34.1. Low-risk municipalities up to 75 people infected for 100,000 inhabitants within a week (greenish)

34.2. Middle-risk municipalities from 76-150 people infected for 100,000 people within a week (of yellow)

34.3. High - risk municipalities over 150 people infected for 100,000 residents within a week (red)!

35. On a weekly basis, every Friday, I The KSHP and MSH publish the figures of those infected according to municipalities and make the categories of municipalities at the risk level described at the highest point.

36. Measures for low risk municipalities (up to 75 people infected for 100,000 inhabitants within the week):

36.1. Economic operators are allowed to work from 0500-2000,

36.2. The malls are allowed to work from 0500-2000,

36.3. Hotel service and gastronomials are allowed to work from 0500-2000, while after 8:00 am work on service “take along” and “poros with mail”,

36.4. Public transportation is allowed to work using up to 50% of capacity, respecting “Manufactual for protection from the spread of Ovid-19”,

36.5. Taxis are allowed to work with a (1) passenger back or up to three (3) if they are members of the family, respecting “Manuale for protection from the spread of Covid-19”,

36.6. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work only until 8:00 p.m. using up to 30% of the space/aspects of the respective objects for all activity (both in performances and exercise), respecting <x0Manuline for protection from the extent of Covid-19<1>

36.7. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,

36.8. Allow closed shoots and swimming pools for individual recreative activities by exploiting up to 40% of the spaces/representations, respecting “Manual protection for the spread of former-19”,

36.9. Despite points 36.6, 36.7 and 36.8 higher, the Health Ministry is authorised, based on IKSHP recommendations, to make operational decisions to stop these activities.

37. Measures for medium-risk municipalities (of 76-150 people infected for 100,000 inhabitants within the week):

37.1. Economic operators are allowed to work from 0500-2000.

37.2. The malls are allowed to work from 0500-2000.

37.3. Hotelry and gastronomial services are allowed to work between 05am and 8:00 hours, while after 8:00 p.m., “take” and “poros with mail”.

37.4. All public and private institutions are advised to reduce staff based on their specifics and “Manual for protection from the spread of Ovid-19”;

37.5. Public transportation is allowed to work using up to 50% of capacities, respecting “Manuculal for protection from the spread of Ovid-19”;

37.6. Taxis are allowed to work with a (1) passenger in the back or three (3) if they are family members, respecting “Manuale for protecting from the spread of Covid-19”;

37.7. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work only until 8:00 p.m. using up to 30% of the space/aspects of the respective objects for all activity (both in performances and exercise), respecting <x0Manuline for protection from the extent of Covid-19<1>

37.8. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,

37.9. Allowed shoots and closed swimming pools for individual recreative activities by exploiting up to 40% of the spaces/respectives, respecting “Manual protection for the spread of Ovid-19”.

37.10. Despite points 37.7, 37.8 and 37.9 higher, the Health Ministry is authorised, based on IKSHP recommendations, to make operational decisions to stop these activities.

38. Measures for high-risk municipalities (over 150 people infected for 100,000 residents within the week):

38.1. The movement of citizens outside their homes/houses between 8:00 and 5: 00 a.m., in addition to the adequately documented emergency and health needs, excluding health, health, safety, justice and similar health personnel from this measure, and the workers of economic operators who are equipped with special driving permits;

Thirty-two. The entrances of citizens and vehicles to the local territory are forbidden from 8:00 to 5: 00 a.m., except:

38.2.1. Health personnel, security, justice and the like,

38.2.2. Citizens for medical needs, production, supply, and sale of essential goods (food, medicine for humans and animals and birds),

38.2.3. Economic operators and transport of goods/services to ensure the functioning of the supply chain,

38.2.4. Construction companies,

38.2.5. Operators doing public work.

38.3. Economic operators are allowed to work from 0500-2000.

38.4. The malls are allowed to work from 0500-2000.

38.5. Hotel service and gastronomials are allowed to work from 0500-2000, while after 8:00 they work on service alone “poros with mail”.

38.6. Public and private institutions are obliged to work only with essential staff, which is determined by the decision of each institution in particular;

38.7. Public transportation is allowed to work using up to 50% of capacities, respecting “Manuculal for protection from the spread of Ovid-19”;

38.8. Taxis are allowed to work with a (1) passenger in the back or three (3) if they are family members, respecting “Manuale for protecting from the spread of Covid-19”;

38.9. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work only until 8:00 p.m. using up to 30% of the space/aspects of the respective objects for all activity (both in performances and exercise), respecting <x0Manuline for protection from the extent of Covid-19<1>

38.10. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,

Thirty-eight.11. Allowed shoots and closed swimming pools for individual recreative activities by exploiting up to 40% of the spaces/respectives, respecting “Manual protection for the spread of Ovid-19”.

38.12. Despite provisions 38.9, 38.10 and 38.11 higher, the Health Ministry is authorised, based on IKSHP recommendations, to make operational decisions to stop these activities.

3 / 1 OBLIGATIONS INSTITU CHIONEVE FOR THE MASAVIVING

39. The minister of health is also allowed in case he needs to provide instructions to clarify the points of this decision.

Forty. The Minister of Health is engaged, AWK and the Kosovo Police, in co-operation with the emergency municipal headquarters, to monitor the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until 1600).

41. The Minister of Health, USKKKU and IKSHP are scheduled to submit the weekly report to the Office of the Prime Minister (every Friday until 1600) for the implementation of the measures, the situation in health institutions, the epidemiological situation, as well as predictions for the next two weeks.

Forty-two. The Minister of Health is engaged in, based on the Law for the Prevention and Combat of the Comid-19, making operational decisions depending on the epidemiological situation and IKSHP recommendations.

43. Kosovo Police and Inspectors responsible for overseeing the implementation of measures and other decisions in implementing the Law on Prevention and Combating pandemics on the territory of the Republic of Kosovo.

44. For violators of the measures, competent bodies are obliged to pronounce punitive measures under the Law for preventing and combating the Comid-19 in the territory of the Republic of Kosovo and other laws in force.

45. The only authority that can interpret this decision is the Ministry of Health, while any other institution can offer clarifications to respective groups that are affected by the decision only after that clarification is adopted by the Ministry of Health.

46. The Ministry of Health is obliged to publish on its official magazine, the Circle concerning chronic diseases for which people according to 8th point are released from work presentation.

47. Powered by Government's decision of 1111.20.

48. The decision goes into effect at 23,12.2020, at 5: 00 a.m. and it's up to another decision.
