The Ministry of Internal Affairs with the recent changes to the sublawic acts for registration of vehicles imposes on citizens within five days of vehicle security to carry out registration procedures. Otherwise, after this deadline, police will not be valid for the Automotive Record Center, and its change will cause additional civilian costs. This aside from “fined” from insurance, is also causing trouble in registration centres. And the MPB for Periscope justified cutting the deadline without providing too much detail.
The MPB says this cut has to do with the safety date of the vehicle, and that no insurance company has been favoured with changes in the road registration with changing management.
“Exploiting the validity of the security police has been made because the vehicle registration is connected to the vehicle insurance dates. This change of article does not favor any companies.”, says their response to Periscope.
Meanwhile, Periscopi learns from sources within relevant institutions that changing the deadline from 15 to 5 days has resulted from interventions by insurance companies operating in Kosovo.
But MPB has denied that an intervention may have occurred.
We as MPB inform you that there was no such request. The administrative instruction map has passed all the initial stages under the Government's rule of drafting norm acts.”, said MPB.
According to Article 7, paragraph 1.3 of Administrative Guide (MPB) NR. 012018 For the recording of the vehicles already abolished, the security police should not be older than 15. (15) days from the launch date.
Whereas with modified UA(MPB) No. 07/2019 for tool registration, this deadline was cut to 5 calendar days, with what increases the time pressure on citizens and the financial burden if they fail to carry out procedures within that deadline.
Citizens who contacted Periscop while waiting in the QRA have complained that the short term is creating problems and that they have not been informed in any form of MPB that this deadline has been cut. Fatos Krasniqi from Pristina has told Periscope that it was announced by the insurance company, where it provided the vehicle, for cutting the deadline.
The company's “office after I finished security told me I only have 5 days to conduct the census, otherwise this cop won't be accepted by the QRC. She didn't give me any more details, but she informed me that if I miss the deadline I have to pay an additional” fee.
According to him, if you do security in the middle of the week, you only have three days to do all the procedures, which are not scarce, considering that the administration has long been working with reduced staff.
The same concern have been shared by other citizens, under whom these regulatory changes have been made to favour insurance companies and at the expense of citizens, so they have asked at least to return the previous 15-day deadline.
Perscope has also sent questions to the National Bureau of Security, but they haven't answered questions about why the validity of the security policy has been done and for what.
As a result of this change in time, if a citizen fails to register the vehicle in the 5-day deadline, it will rise a degree higher, but if it is delayed over 15 days then two degrees higher than the additional cost of security./Periscopi/
