On Wednesday, he gave the French Council of Islam Faith (CFCM) an ultimatum of 15 days to accept the card.
The CFCM has agreed to establish the National Council of Imams, which reportedly will issue official license for combs that can then be withdrawn, writes the BBC, translate Periscope.
This follows about three alleged Islamist attacks in less than a month.
The charter will declare that Islam is a religion and not political movement, while it also prohibits “external intervention” in Muslim groups.
Mr. Macron has strongly defended French secularism after these attacks, which included cutting the head of a teacher just because he had appeared to the students the cartoons of the prophet Muhammad during a class discussion.
“Two principles will be described as equal to black (in card): denial of political Islam and any outside intervention,” says a source for the newspaper Le Parisien.
