The Kosovo Assembly Constitution last week of December has provided no solution for the executive appointment. Vetevendosje Movement member Glauk Konjufca's vote for the new top parliament, according to LDK officials has put steps behind efforts for the coalition's co-government.

But otherwise the political analyst, Armend Muja, who says of Kosova Preis that in reaching the coalition agreement between the VV and LDK, the German model should be followed.

According to him, the prime minister and prime minister belong to Vetevendosje, while the deputy prime minister and presidential post, the LDK.

It's practical everywhere in Europe, but even our Constitution defines it as the chief speaker belongs to the party that has won the most. It's not in vain, it's set there with a sense of government. The second, as well as the prime minister, the party that has won the most gives the right to form the government. What it means, that Kosovo should be conscious of a model like in Europe, a German model, which is both prime minister and legal initiative belong to the party that has won the most votes. It's not necessary that he will have the party. But you can't try to devalue the citizen vote. They have thought this way and it's their opinion. They have expressed it through ballot boxes and must be respected. The second, according to the German model, then two other deputy prime minister positions and the president belong to the second party, which in this case is the LDK. I think that opens it, everybody thinks it's the problem. But I think that the moment the VV has placed top parliament, then the LDK has thought of the ruling coalition”, Muja says.

Muja said against Glauk Konjufca's resignation from the post of Speaker of the Parliament to give way to any LDK official.

“in no form recommends the resignation of the chief parliament. On the basis of this, a normal constitutional custom will be established. The next winner will also have his posts. You see, your people have given you a government mandate and governance requires legislative reform. I also assign legislative agenda, not just initiative, but at least the initiative. The LDK earlier said it is an important position, and if that is, I don't know why they are insisting on this” position, he says.

Political analyst also gives the scenario of how ministerial positions between the two parties and other positions can be divided.

The opponent gets five ministries. He gets the prime minister's post, you get the deputy prime minister. Tji then takes the president, he then takes over the top speaker”, he says.

Although optimistic about achieving this agreement between LVV and LDK, Muja says that in the case of new elections, the crucial winner would be the first one.

“Vetevendosje Movement, we have confirmed it. Because I'm seeing what's not understood in other parties. This is the wave, it's the wave that came because of two developments. Due to structural demographic changes, where voters are young, they are not old”, he says.

Otherwise, next Monday, the candidate for prime minister, Albin Kurti, expected to go to Kosovo President Hashim Thaci, to consult on forming the government. Compared to it, that day the LDK gathers the party's chairmanship and parliamentary group to discuss further steps for trying to form the next coalition with Vetevendosje Movement.
