Kosovo launches 2020 with outgoing government

On July 19, 2019, Ramush Haradinaj resigned from the post of Kosovo prime minister. His decision came after receiving an invitation from the Special Court in the quality of the suspect.

Following that decision, President Hashim Thaci announced the date of extraordinary elections, which were held on 6 October. But, even though almost three months have passed by the extraordinary elections, Haradinaj still remains prime minister in office.

This is after the Vetevendosje Movement, which came first in the elections, is failing to deal with the Democratic League of Kosovo for a coalition of co-government.

After the results were certified, the candidate for prime minister, Albin Kurti, has met several times with LDK leader Isa Mustafa. At first, the odds seemed great for a rapid government creation. However, the positions that are convening the two parties are emerging to be problematic.

The Democratic League has insisted on having the post of president, while Vetevendosje is not giving up the post of interior ministry, which he had insisted on throughout the entire election campaign, writes news.net.

A day before holding the Parliament's constitutional session, Kurti announced they would go without reaching agreement with the LDK. Frustrated Mustafa said the VV had ignored the rules they agreed on.

Mustafa stressed that the VV is blaming the LDK because their strategy to secure the principle and genomous side of negotiations to the public has failed.

On December 26th at the constitutional session, the VV surprised the LDK and other parties when they proposed its deputy, Glauk Konjufca, to head of the Parliament. Konjufca received 75 votes for, 27 against and 6 abstentions.

The Parliament elected to the posts of vice-chairmen, Arberie Nagavcin from the Vetevendosje Movement, Mejim Shala from the Democratic League of Kosovo and Memli Krasniqi from the Democratic Party of Kosovo.

After that, President Hashim Thaci invited Albin Kurti for a consultative meeting to take steps aimed at functionalising institutions.

Kurt did not respond to this invitation by reasoning that he was abroad. The president again extended a second invitation, but refusing, Kurti said he was in Skopje.

On December 30th, Thaci again insisted on meeting Kurt, while the latter came up with his proposal. He requested that the meeting be held on January 6th in an hour that would suit the president.

A day earlier, Kurti said the LDK set the date for forming the government, not the president.

So the president of the Republic determines the date for the completion of the Assembly, not the formation of the Government. The formation of government is defined by someone else. I am the date for forming the Government that defines the Democratic League of Kosovo, not the president of the Republic”.

Immediate was LDK leader Isa Mustafa's reaction. He said his party does not set the date for forming the government, but the VV, which is the winner of the elections, is responsible for forming the government.

In his Facebook post, Mustafa hinted that his party would be part of the new government.

But at the VV Council meeting, Kurti reiterated that his party as the only coalition partner sees only the Democratic League and no other party.

In 2020, it is expected to be decided whether the country will go back to extraordinary elections or the VV and the LDK will agree on a coalition of co-governance, even though the odds remain slim.

Meanwhile, Ramush Haradinaj continues to be prime minister in office, five months after his resignation.
