Spence Jr was tested to the limit, but it won the ruling by judges, as the knockout that caused Potter in the 11th round was crucial to his triumph, the Express broadcasts.
Two judges voted in favour of Spence Jr, and third to Potter.
Spence Jr remains invincible and now, except for the IBF title, he also keeps it in WBC.
The other two titles in this category are held by Terence Crawford (WBO) and Manny Packiao (WBA).
