Since the construction of hydropower plants has been promoted as strategic investment so far, after 10 years, no one had dealt with the way they operated, produced and sold energy.

Our legislation in the field of building hydro power plants enables citizens of the country, without their will, not to start any such construction. And no procedure further continues without the consent of the Municipal Framework on which the plant is built, and without the preliminary authorisation from Z. RRE. I'm glad that during my time as Minister of Environment and Spatial Planning, I haven't allowed illegal decisions to be taken to build hydro power plants that fail to meet the pre-laws in force. My response to the Secretary of Ministry's Office does not in any way imply building hydropower plants without respecting the preliminary conditions that begin from their municipalities and citizens. The minister is not the authority that gives or forbids permission, each right and responsibility is regulated by law. Consequently, news that the minister has made the decision or has given permission for the hydropower plant is unverbal and malicious. I remain committed to protecting general civic and environmental interest. Any attempt at misusing this case by anyone, for electoral interests, is low and ethical.
