The retired government, led by Ramush Haradinaj, has failed to submit this bill to the Assembly for approval, KTV reports.
This bill would limit the number of ministers, deputy prime ministers, deputy ministers and political advisers.
In the government, they say the reason for his failure to submit has been the prime minister's resignation.
Tahiri denies that this bill was not sent for approval in the Assembly due to clashes within parties that were in the coalition.
Civil society, on the other hand, says that this bill has stalled for that very reason.
The Government Bill is meant to reduce the number of ministries from 21 to no more than 15, and from 80 deputy ministers to 30 and half political advisers to 90.
Until the Law on Government is passed, the next government will have free hands again to decide on the composition of the government cabinet.
Government in Coalition-led Resign PAN has been constantly criticised for appointing more than 80 deputy ministers for the large number of political advisers and co-ordinators.
