The assembly that was dissolved is considered the weakest so far

Blerta Aliu from the Kosovo Democratic Institute tells Radio Free Europe from the period of January until August of this year, when the composition of the Kosovo Assembly has been distributed, a very low fulfillment of the legislative agenda has been marked.
We only have 20 percent of this agenda fulfilled. If we translate it into numbers, then only 29 laws have been passed, out of 143 as planned. If we want to see these statistics in detail, we can say that there were 43 laws or 30 percent of the legislative agenda in the procedure, while 71 laws were pending. It means, pending laws and laws in the procedure will be placed at zero, when the next legislature receives the” mandate, Aliu said.
It has added that in 2018 a total of 75 laws have been passed, while in 2017 only 5 laws have been passed by the legislature that has already been distributed. All these results, according to her, show how effective this legislature has been.
This very low percentage indicates that it wasn't a very good performance. We've seen that the Parliament has faced various challenges, whether in sessions or in committee work. We have noted that there is a barrier in other aspects, such as executive oversight, that we have had no supervision of law enforcement at all. Then there was low performance on other issues as well, and in general, we can say there was no proper performance during this mandate of”, Aliu said.
Meanwhile, political affairs analyst Artan Muhhaxhiri, speaking of Radio Free Europe, names the recent Kosovo Assembly legislature the most irresponsible and useless in recent political history in the country.
Besides lack of will and desire to contribute to increased legitimacy and improvement of the institutional system in Kosovo, there has also been a lack of respect for the institution and the citizens, because a large number of hearings have failed due to lack of quorum. While, even in many of them, there have been a minimum number of MPs, so it is evident that they have not generally done the work for which they were paid by Kosovo taxpayers”, Mujariri stressed.
He has added that there have been two main problems for the inefficiency of the recent legislature.
The first <x0 Elemental is about the PAN coalition (the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Social Democrat Initiative), which was created in an improvised manner and did not invest in qualifying deputies. So the candidate list was with people who were not professional and moral. The second factor, on the other hand, has been the division of the Vetevendosje Movement because it has damaged opposition and has subsequently damaged the overall quality of the Framework”, Muhramri praised.
He stressed that the low level of work in the legislature that has just completed the mandate could serve as a lecture for political parties to take great care in drafting candidate lists for MPs, because if they are weak, they will first harm the political parties themselves, but also the state and Kosovo society.
The sixth composition of the Kosovo Assembly has been distributed on August 22nd, about a month after Ramush Haradinaj's resignation from the prime minister's position.
The country's president, Hashim Thaci, has already announced early parliamentary elections, for which the 6 October date is scheduled.
