This president's step comes after both Congress chambers have voted to prevent arms sales to these states.
Some members of Congress have said they fear weapons could be used against civilians in the Yemen conflict.
They have condemned the role of Saudi Arabia in Yemen, as well as the murder of Saudi journalist Jamal Khashoggi.
Republican Senate leader Mitch McConnell has said that within these days the Senate will decide whether to refuse the veto imposed by Trump.
However, analysts have estimated it is almost certain that the Senate will not have two-thirds of the vote to do so.
