Five crew members and 12 civilians have died, local media said, citing an army statement.
Meanwhile, twelve people were wounded.
The plane was on a routine training flight when it fell down and a fire broke out in several houses.
It was not immediately clear what caused the crash or what kind of plane it was.
Rawalpindi, near the capital Islamabad, is the site of the army headquarters.
The plane, which was part of the Pakistani Army aviation unit, crashed in the early hours of Tuesday.
An army officer at the scene told Reuters that “avion hit the side of the building and the structure completely collapsed”.
