A legal or illegal decision in our society has rightly provoked a debate. It's not so important what the content of the debate is, what's important is the situation in our education in general, in particular higher education. What is this situation, and can this situation be described as a quiet and cultured minister, such as Minister Bytyqi? No! When problems have created others over the years, no one says why we created a lot of moms (read independent institutions) to kill higher education? People say: “A lot of moms kill the baby”! Our education has become very dependent and subx2-dependent moms <x2); hence, our education in general, and especially higher education, could not have any luck from this one we've been mourning in 20 years.
When did the crisis begin, especially in higher education?
The crisis in our education began when, without the rehabilitation of the education process that was severely damaged by Milosevic's Serbia, especially in the early '90s, the XX century, was passed into the Bologna System. After this transition (a mispronounced?), the other big mistake was made with the liberalisation of education the opening of private universities without any single criteria and without any mechanism controlling its performance and quality. In fact, private universities, now colleges, aimed not at quality education, but at private business just for material gain. These universities started in the barracks and you see where they ended up. No one in our postwar governments has cared for the quality of those private universities or colleges. Neither is the independent institution KSHC that has been granted its responsibility by law, but it is privileged by that institution, and private colleges (let's say some). How does an independent institution with 5 or 7 people on the basis of a recommendation from some <x0-ethert” external to shut down three public universities simultaneously? Then he shut down some private colleges and privileged only what has a lot of money? Things are not as simple as some are seeing. Especially from those who support the KSHC!
The created situation tasks the Kosovo Assembly and Government to look seriously at the existing legal infrastructure. Is it right? Should It Be Changed? Before the Kosovo government intervenes in the hasty decision of an independent body, it urgently needs to change the law and responsibility in higher education with the government. Otherwise, what is the role of the Government and the Ministry of Education in this situation?
As the head of the Assembly, this is now known internationally, I have opposed the establishment of public universities for votes, without any well-read analysis or elabors, but then the opposition kept silent, silent that it too counted in votes. In democracy the votes are important, but not to violate the interests of the nation and state. Now public universities are there, and for them they have to decide the Parliament and Government, to close or to provide the conditions for continuing their research activity. In such a situation, the Government should not speak that public universities should exist for social issues, that, before sharing money for highways, let's split money for education if it's of priority, for the nation's (instruction) leadership, to pull the right scripts, not to violate the law in force. The law needs to be changed, and then there are the right actions of relevant institutions.
The government and the Ministry of Education must create a professional body to control all the up-to-date troops of independent institutions or Civil Society who have benefited from the responsibilities they have had or were granted to them for the “building of quality, how they have raised the quality over the years in higher education!
The situation is obvious! It is the very ones who have benefited greatly from higher education so far, and it is precisely why this higher education has not had a well - defined household possession!
The situation in our education just reminded me of the mountain saying about the difficulty of housekeeping: ! Perhaps hundreds of years ago, our schoolless mountain office knew that knowledge, not power, led the family. So how much less education is done by the powerful or the many beneficiaries who have humiliated him on all sides for extortion!
Finally: Education organizes and guides, not the unprincipled beneficiaries, but the wise, the educated, the integrity keepers, those who the primary purpose is to educate and educate the nation's future, to develop and advance the country!
Kosovo needs that for itself!
