After that, Finance Minister Bedri Hamza had declared that no casinos in Kosovo have had work permits, meaning the responsibility of the state that has allowed this activity for such a long time, without overseeing their work and collecting taxes as well as for other businesses. Moreover, a large number of young people and students were involved in these illegal games of fate.
Kazinos and lucky games in Kosovo, working without permission and in an informative darkness, have resulted in several cases that have fatally ended, there have been armed robbery and have caused many personal problems (conventions) as well as family tragedies.
Following these warnings the Kosovo Police, Dogan and ATK had launched an action of casino raids and lucky game locations, after which they were all closed.
The closure of casinos and fortune-game locations according to KMDLNj would not lower the crime rate, but increased presence of the legal state, regular controls and supervision, forcing them to adhere to fiscal rules, certainly impact and contribute to the reduction of crime, and to the increase in the rate of tax collections and taxes that has not been made so far. With the arbitrary closure of casinos and lucky games, the economy is being stimulated for the fact that we now have casinos and fortune-game locations that exercise illegal activity and tell them every day we have times when Kosovo police discover a location where casinos and other fortune games are illegally operating. Then, several casinos and other lucky games have shifted their activity to northern Macedonia, near the border with Kosovo, as they do the free transport from Kosovo, which means we have double damage; Kosovo citizens continue to frequent casinos and fortune games (in North Macedonia) while Macedonian authorities collect taxes from business and Kosovo citizens.
KMDLNY estimates that the closure of casinos and games of fate could have a current effect, and that some witnessed to me, from March after their closure.
KMDLNj has requested and requires responsibility from those who have allowed casinos to work without licenses for a long time as if it requires that these casinos and fortune games be forced to pay taxes and taxes in a retroactive manner, a part of which would then go to the family who lost loved ones from this illegal activity, unfortunately allowed by the state itself.
KMDLNj does not see the will by institutions being taken into account by responsible persons who have allowed illegal activity for such a long time with Kosovo budget checks has been damaged by tens of hundreds of millions of euros.
Also, KMDLNj thinks that the closure of casinos and fortune games cannot be extended for a period of 10 years and that this suspension cannot be implemented generally but only on certain occasions, as in other businesses. The decision to prevent the duration could be made only after a decision on the court's firm form and not political decision.
So far the issue of casinos and fortune games has not been handled by the state and the law, but has had state protection gaining impunity status.
The closure of this state protection segment that has become an organised crime with many benefits will only create a situation where a state of illegality (working without license) will be passed on to illegal illegal illegality that will escalate the security situation by having more victims as well as tax evasion for the fact that collecting taxes and taxes would be 0%. If the government created an efficient law regulating this area, we would have another situation when, keeping these activities strictly in check, crime would be reduced, as well as Kosovo's budget would be taxed and unindicted taxes so far.
The right to doing business and the right to work are human rights and no one has a right and can't prejudge which business or activity can increase crime rates. The failure of state institutions and effective failure to implement the law creates conditions for increasing crime rates and organised crime.
Those who propose the new law on lucky games must take human rights into account, and KMDLNj does not think the 10-year suspension solves the problem. The 10-year suspension is illegal because we don't have a competent court shot. On the contrary, the number of illegal locations in which the event will now take place will only increase, without even symbolic control of the state.
Acceleration of punitive policy through effective and unconventional enforcement of the law is the only way to solve the problem of casinos and fortune games. Any parliamentary or cosmetic solution only favors this, so far criminal activity, giving cootation and exclusive political overtones.
