People who need money but cannot provide these from their relatives or even loans for lack of meeting conditions are forced to take advantage of the payment, whose interest amounts to 20%.

But according to the law, granting money by default said otherwise, with interest outside the banking system, is illegal. But why has it become a phenomenon in our country, and then there's criminal events like the cases discovered in Shkodra?
