A minister last year on the official trip even took 14 people who were not even part of the Ministry.
It's about former Environment and Spatial Planning Minister Albena Rashitaj, who by the date of 16.05.2018, had made a decision on financial support, covering travel spending (airlines).
For these tickets, from the state budget, 7 thousand and 144 euros were spent on these 14 people to participate in “The 16th International Architectural Exhibition in the Country Bienenalen”.
Those in question were not part of the ministry, and the purpose of this support or benefit of the ministry is not known from their participation in the event.
The decision was issued on the basis of a request, made by the Ministry of Culture, Youth and Sports to support partial coverage of expenditures, without offering any support documents that would show the ministry's purpose or benefit from the event, the indexonline writes.
According to the ZKA, spending financial means for persons who are not part of the ministry and without benefits for the ministry, as well as not rationalising spent means, indicates inadequate public finance management, and spending as such can be considered irregular spending.
The “should make sure that any expenditures made by the ministry's budget are made to finance ministry activities, is documented and is in line with financial regulations”, the report says.
