At least that's what civil society and accredited embassies in Kosovo say. The designers and examiners of this bill, however, view this decision as reasonable.
Harsh on bill changes has been expressed by Great Britain Ambassador to Kosovo Ruairí O'Connell.
According to him, the changes made have lost the whole bill's understanding and that the increase in payment for political parties enables smugglers. Based on all of this, OʹConnell said in “Speak openly”, that he will not continue to support the CEC.
That there are flaws in this bill and civil society. From the organisation “Arise”, Arton Demhaja says that in two negative aspects the government's draft law has been changed by the working group.
According to him, the great opportunity has increased for political parties to misuse funds and become corrupt. All of this, he considers it to be done on the basis of increasing payment fees for political parties from 50 euros to 500 euros.
The other aspect for Demhashan is the lack of transparency for the financial data of political parties. Otherwise, those who have reviewed this bill on the Board and Finance Commission have indicated. LDK deputy LDK leader Naser Osmani has defended this decision, saying that cash growth is reasonable because it is given in time of campaigning.
Vetevendosje Movement MP, at the same time a member of the law's processing group, Arberie Nagavaci did not deny that they were paying up between 50 euros and 500 euros.
However, according to her, they have demanded that all payments be made transparently and through bank accounts. The Political Party Financing Bill has changed and several other aspects, where the Office for Certificate and Recording has entered into the framework of the CEC, unlike the government's draft law. The other aspect is that under this bill the amendment has passed The PSD, where funds from the CEC are expected in the next six months.
