EPIK: For two and a half years, only 22% of key European priorities have been met

Since the launch of the European Reform Organization in 2016, the ECIP reportedly has been 22 priorities that had to be fulfilled by the end of 2017.
“2 and a half years after the ERA launch, based on the Institute's assessment EPIK institutions have failed to implement most of the priorities emerging from the European Agency of Reforms. This despite the fact that all 22 priorities have had to be fulfilled by November 2018<18x1>, the statement says.
“After Institute assessment EPIK, of a total of 22 priorities, only 5 priorities have been fully met. And in all 17 other priorities, there has been progress, but none of them have been fulfilled overall”.
The five priorities fully met are: (1) Adoption of the Law on Prevention of Conflict of Interest; (2) Adoption of 3 basic laws on public administration reform; (3) Equipment of electronic procurement; (4) Implementation of Strategy and Action Plan for Combating the Informal Economy; and (5) Improved production of official statistics by the Kosovo Statistics Agency.
The EPIK emphasises that there has been an emphasis on building independent and professional public institutions.
“As far as the fight against corruption and organised crime is concerned, despite increasing the number of prosecutors in the Special Prosecutor and increasing the number of cases targeted, institutions have failed to complete any high profile cases of corruption” successfully.
On the economic level, economic growth did not translate into job creation. Kosovo has experienced greater price increases in the Western Balkan region. The increase in prices has been influenced by the rise in food prices from July to July, and has reached 5.5% in December 2018x1>.
“Direct Foreign Investments have scored from 2.9% in 2016 to 2.8% to 2018. Total unemployment has increased by 2.1%, from 27.5% in 2016 to 29.6% to 2018. Youth unemployment has increased by 3%, from 52.4% in 2016 to 55.4% in 2018. While women's unemployment has increased by 1.6%, from 31.8% in 2016 to 33.4% to 2018<18x1>.
