His message during his visit to Kosovo will be clear: The 100 per cent tax on Serbian and Bosnian products should be suspended, and dialogue must continue.

It was reported that Hale will hold a joint meeting with Kosovo state leaders President Hashim Thaci, Chief Parliamentary Kadri Veselin and Prime Minister Ramush Haradinaj.

The meeting hasn't happened yet.

The key issue of this joint meeting will be the tax more concrete, found a way to suspend it so that the dialogue can continue.

The removal of the tax is set as condition by the Serbian side for continuing dialogue.

Hale, who comes to Kosovo today, has been staying in Serbia during yesterday, with whom he met with Serbian President Aleksandar Vuciq.

From that meeting, Hale called on Kosovo and Serbia to stop bilateral provocations and focus on reaching a final agreement from the dialogue process.

He had declared that there is a possibility that the agreement between the two countries will be reached during 2019, but that he insisted that the United States of America will not prescribe Kosovo and Serbia for resolving the issue.

“The US calls for tax removal, prevention of provocations and continuation of dialogue. Undersecretary Hale during his conversation with President Vuciq has stressed that the US evaluates partnership with Serbia and wants to build even more powerful reports”, said an American Embassy report in Belgrade, released yesterday after the Hale Vuciq meeting.

But who is David Hale?

In American diplomacy, he ranks very high.

He was sworn in by the deputy head of State for Political Affairs on August 30th 2018.

Hale was an American ambassador to Pakistan, named by former US President Barack Obama in 2015.

There he had served as an ambassador until 2018.

He's part of the American Foreign Service since 1984.

He had served in the American embassies in Manama, Bahrain; The consulate in Dahran in Saudi Arabia, and had been in charge of being a political officer at the US Mission in U.N. in New York.

He isolates himself as Middle Eastern expert.

In Washington, he had served as executive assistant to Secretary of State Madeleine Albright from 1997 to 1998. Albright had been one of the Hale professors during the time he was studying in Georgetown.

He had also served as deputy head of the mission at the American Embassy in Lebanon from 1998 to 2001, when he returned to Washington to serve as director of the Foreign Office for Israel and Palestine until 2003.

After that, Hale had been in charge of diplomatic missions at the American Embassy in Jordan. There he had served as deputy chief from 2003 to 2004, later as an employee in charge from 2004 to 2005, while from November 2005 to 2008 he had been exactly ambassador.

From 2008 to 2009, he was appointed as deputy secretary of state at the Bureau for Near East Affairs. After taking office as President Barack Obama, he appointed Hale as deputy to the Middle East peace mission.

In 2013, he had been appointed US ambassador to Lebanon, but then left for Beirut, following the evacuation that took part of the embassy staff for security reasons.

During his stay in Beirut, Hale had supervised the sale of US military equipment Lebanese government, including the Hellfire missiles..
