The IPK during 2018 has accepted and managed 1419 complaints and information, which compared to last year has a slight rise (last year) The IPK has addressed 1226 complaints, reported at the beginning of this report. Of them, 762 complaints, classified as disciplinary violations of the lower profile, have been forwarded to address the Professional Standards Directorate in the Kosovo Police.
Of the 143 cases with elements of the criminal crime, 90 have been sent with criminal charges from the Department of Investigations to competent prosecutors, meanwhile, with separate reports have sent 18 cases. A total of 194 KP employees were subject to the investigation during 2018. The percentage expression is that only 2.29 % of the KP employees were investigated by the IPK on suspicion of committing criminal acts.
During 2018, The IPK has taken these measures and recommendations:
- 12 arrests;
- 50 suspensions;
- 10 transfers.
This year the IPK has investigated 36 cases of criminal acts with elements of corruption and other acts against official office.
One of the basic functions of the Kosovo Police Inspectorate is the development of inspections of the Kosovo Police. These inspections are accomplished so that through them the identification and prevention of any deviation from the legal acts and procedures the Kosovo Police are working on.
In fulfillment of responsibilities and tasks, the Inspection and Reporting Division under the Inspectation Department in terms of the assessment of police duties in relation to required legislation and standards, during 2018, has conducted nine (9) inspections, of which, five (5) based on the Annual Inspectation Plan and four (4) extraordinarys. During 2018 these inspections were carried out:
Respecting procedures and regulations by Kosovo Police during the forced departure of Turkish citizens from the territory of the Republic of Kosovo (extraordinary inspection);
Respecting procedures and regulations during handling the incident with involvement of police officials (extraordinary inspection);
Fire weapons management, ammunition and police equipment (regarded inspection);
Management the Kosovo Police's human resources (regarded inspection);
Respecting the rules and evidence treatment procedure at the Regional Directorate in Mitrovica-Veriu and the Police Station in Entrance (extraordinary inspection);
Doing tasks in handling family violence (extraordinary);
Management association procedures, ban and arrest (regarded inspection);
Management local policy plans, community security and policy initiatives (regular inspection);
Management complaints and disciplinary investigation (regarded inspection).
10. The assessment of the police performance during the start of the shift from 08-16 to the police station;
This year, The IPK has had a host of activities under efforts to build stable relations with different citizens and partners, with government and non-government organisations and the media. The IPK has also conducted several meetings with citizens aimed at open discussions with citizens about the scope of IPK (the role and authorisation), explanations of the conduct of the investigative procedure in cases dealing with the IPK in line with the Kosovo Criminal Procedure Code, disciplinary procedures and its performance and the importance of police integrity.
Developing relations with the public and empowering co-operation with local and international organisations is of particular importance to The IPK and, in this context, has had many activities conducted by the Kosovo Police Inspectorate.
The mission of the Kosovo Police Inspectorate is to provide a responsible, democratic and transparent police service through the exercise of his activity, in line with legislation in power and required standards.
