Dear President,
On the occasion of the National Festival of Kosovo, I have the pleasure of sending you, in my name and in the name of my French people, my sincere greetings.
Since 2008, our two countries have built a trust-based friendship relationship. As you know, France stands by Kosovo in support of its full affirmation on the international stage. In this context, I would like to congratulate you on advancing your country on the status of associate member of the International Francophony Organisation at the Yerevan Summit on October 11th and 12th of last year.
As for the situation in the Balkans, I support efforts to reach a comprehensive and final agreement on the full normalisation of relations between Kosovo and Serbia, which is essential for the sustainable stabilisation of the region. France hopes that obstacles to restart dialogue between Belgrade and Pristina will be averted as soon as possible.
We, too, support the agenda of European reforms, in particular reforms aimed at establishing rule of law and promoting the economic and social development of your country. France's commitment to this area is the French Development Agency (AFD), which will soon be present in the Western Balkans, especially in Kosovo.
By renewing my warm wishes, please accept Mr. President, the expression of my highest consideration.
Emmanuel MACRON
