Everyone talks about the necessity of changing the Constitution to elect the president, but nobody handles the difficulty of constitutional changes
All these days since journalists, analysts and judicial experts are dealing with it as a way out of the political drives in building post-election institutions, changing the Constitution, and selecting the president from citizens. This is certainly the best solution to our situation, without the need for additional changes in the responsibilities of the country's president, who also has many responsibilities with the current arrangement. But what surprises me is the ease with which it is discussed constitutional changes, is almost the matter of social consensus that would result in a political will for necessary constitutional changes. And this consensus exists, but for constitutional changes except for 2/3 of all MPs, there is a need for 2/3 of minority deputies, meaning at least four Serb deputies coming from the Serbian List. This very harmful mechanism for the functionality of the state of Kosovo, the Serbian List, and therefore official Belgrade uses it consistently to destabilise Kosovo. So as in the case of the military, the Serbian List in no option gives the vote for a constitutional change that makes Kosovo more functional. On the other hand, why they would have to give up their vote and give up an atmosphere that gives them political power in parliament whenever there is no inter-Albanian consensus (which on the president's issue has almost never had). With the current situation, and the need for 80 MPs present in the first two rounds, they will always be political factors. So even this situation shows how necessary it is for us as a society to have clear that dialogue with Serbia, we should not only see it as an obligation in relation to partners, but a vital need for us to come out of it as a functional state. And that would mean not only recognition from Serbia, but above all possible constitutional changes that would keep us from being held hostage by advanced constitutional solutions that do not make sense in the situation when minorities all together are not more than 5-7% of the population.
