More than a week from the day the House of Representatives formally approved the establishment of charges aimed at sacking President Donald Trump, the trial process in the Senate remains blocked. Major leader in Senate Mitch McConnell has said he wants to start the judicial process once lawmakers return from vacation in January, but the Democrats pre-require an agreement to question some witnesses as well as hand over important documents to the Senate for the process.

Amid controversy over how to move forward, the parties are bringing to the attention of the trial held in the Senate following former President Bill Clinton's dismissal charges. They accuse each other of turning away from what they consider to be a decisive precedent. The Democrats of Congress have voiced criticism over a statement by Mr. McConnell that he will coordinate the judicial process in the Senate with the White House and that he will do everything he can to clear Mr. Trump's charges.

Calling the process for the dismissal of President <x0-political”, Mr. McConnell said it would not be the impartial “” in the trial. That, according to critics, conflicts with an oath of impartiality that all senators must do before the trial starts.

In order for the trial to begin officially, the Senate, comprised of 100 members, must merely adopt a resolution authorising the procedure. But to do that, the House of Representatives has to file charges.

Speaker of the House of Representatives Nancy Pelos has said there is no plan to bring charges to the Senate and that she will not choose those who will play the role of prosecutors in the trial process, “until she knows what kind of judgment the Senate will hold, as she put it.

But Mr. McConnell refuses to comply with these requests without starting trial and has brought the trial as a precedent held in 1999 against former President Clinton.

What happened during Mr. Clinton's trial?

The trial against Bill Clinton, the second of its kind in American history, began on January 7, 1999, more than two weeks after charges were passed against him in the House of Representatives, that he had lied under oath to a great jury, and had prevented justice over an investigation into a sexual scandal.

The trial began after an agreement was reached between republics controlling the Senate and the democratic minority.

Then two other resolutions were adopted this moment, which regulates the manner of judgment in the Senate.

Initially, a resolution on trial procedures was unanimously adopted. It gave both sides equal time, up to 24 hours, to present their arguments, while senators serving as judges, 16 hours to question the parties.

Later, as the trial began, the Senate approved mostly on party lines, the republican plan for limiting evidence. Witnesses, White House intern Monica Lewinsky, Mr. Clinton Sidney Blumenthal's assistant and lawyer from Washington Vernon Jordan held closed - door sessions. Only a few pieces of this evidence appeared to the Senate. Finally, the weight of their testimony failed to convince the Senate to blame Mr. Clinton.

What do the Democrats want?

The investigation of the House of Representatives against Mr. Trump began after an informant of intelligence services accused President Trump of putting pressure on Ukraine's president to investigate his political opponent, Joe Biden, his son Hunter Biden, as well as an unfounded theory that Ukraine had intervened in the American presidential elections.

While more than a dozen people testified during the investigation, Mr. Trump banned other high-ranking officials from witnessing or delivering documents to Congress. According to the Democrats, officials who were not allowed to testify had first-hand information on what happened.

In a letter to Mr. McConnell last week, minority leader at Senate Chuck Schumer spoke of four key officials to testify, including the cabinet's acting chief at the White House, Mick Mulvaney, and former National Security Councilman John Bolton. In addition, he requested documents that, according to him, shed light on the supposed pressure Mr. Trump exercised on Kiev to launch investigations, as well as on the provisional ban by the administration of a military assistance needed for Ukraine.

What do the Republicans want?

Republicans say they want to follow the Clinton model, open the procedures in January and decide whether to call witnesses when the trial is under way.

That was enough for President Clinton for President Trump”, said Mr. McConnell on Monday's “Fox & Friends” television program.

He insisted that “has not been excluded from calling witness”. But Mr. McConnell didn't give a hint if he agreed to calling four witnesses wanted by the Democrats.

What does President Trump want?

As it was initially in favour of a quick trial, President Trump appears to have changed the course by already supporting a fuller procedure that would fully vindicate him.

President Trump had earlier mentioned the possibility of calling Mrs. Pelosi, the head of the House of Representatives Intelligence Commission Adam Schiff, of Joe Biden and his son Hunter, as well as many others to testify, while accusing the Democrats of earnestly seeking witnesses who would strengthen their weak legal case, according to him.

The only way to make this work is to create a kind of public pressure to demand witness call, but McConnell has votes and can run this trial as he wishes.”, President Trump wrote on Twitter on Tuesday.

What does all of this mean for the trial?

Until the charges are handed over, the Senate cannot start the trial, thus leaving procedures in a vicious circle. Mr. McConnell is under increasing pressure to reach an agreement, even to protect the Senate's institutional credibility. But given the current party divisions, few priorities are for senators to agree on a framework of rules similar to those of the trial for President Clinton.

How long will the trial last?

A deal that could be reached for witnesses is what determines the length of the trial.

As a comparison, we might mention the 1868 trial of President Andrew Johnson, who lasted about 80 days, and he to President Clinton lasted just over a month. Mr. McConnell said he hoped the trial would not last long. (VOA)
