Minister for Human and Minority Rights Mehmed Zenka said the adoption of the law would strengthen Montenegro's multinational value.
As it stressed, adopting the bill will strengthen all of Montenegro's positive achievements in the past two decades.
The deputy head of the Parliament, Genc Nimanbegu, said national symbols are part of basic human rights, as the right to expression.
He said that nowhere in the Western European democracy is anyone being punished for using the flag.
