While the agreement on forming the ruling Vetevendosje-Democratic League of Kosovo does not appear on the horizon, President Hashim Thaci has called the session for the constitution on December 24th. In this session, the speaker of the Parliament is expected to be nominated by the largest parliamentary group, which in this case is Vetevendosje and to be elected five deputy speakers.
Next comes the election of the government, and after consulting with political parties or coalitions that have the necessary majority to form a government, Kosovo's president proposes a 15-day mandate to propose the cabinet.
But if the first mandate fails to win the majority in the Kosovo Assembly, then the president appoints another candidate within 10 days, according to the same procedure.
If even the second attempt is not successful, new elections are announced.
The Vetevendosje movement has finished first in the 6 October elections with its candidate for prime minister, Albin Kurti.
Based on the CEC's certified results for political subjects, Vetevendosje has 29 seats, the LDK has 28 seats, PDK has 24 seats, AAK coalition- PSD has 13 seats, Serbian List has 10 seats, coalition NISMA-AKR-PD has six seats.
On November 22nd, Vetevendosje leader Albin Kurti met with LDK leader Isa Mustafa, where after the meeting the two confirmed that after the CEC's certificate of results, they will meet to conclude the ruling coalition agreement.
However, even after the election certificate, there seems to be no agreement, since the LDK insists on the presidential post, which the VV is not ready to deliver.
At the last meeting, Kurti-Mustafa has only agreed to intensify meetings on a daily basis, without specifying a date for reaching the coalition.
