High Security Prison, even some correctional centers, without directors now and years

By March of last year, the task fraud in this prison was Ilir Kelmendi, and after sending him to the Kosovo Directorate General of Prisons, in his position, the task manager at Podujevo High Security Prison has been assigned to Burim Buleskaj.

But not only is the High Security Prison left without a director. According to the SKK media official, Florent Gashi without director is also some of the Correcting Centres, and the Kosovo Directorate General of Prisons itself is tasked.

All of this, according to him, is happening because of procedures, as the Ministry of Justice must open competitions for these positions.

“Deputy Director General, Director and Deputy Director at the Correcting Institutions is also the selection procedure for these positions, since Article 17 of the Law for Execution of Criminal Sanctions predicts that directors of the correct institutions are appointed with open competitions from the Ministry of Justice in accordance with the provisions for appointment to the top leadership positions in the Civil Service of the Republic of Kosovo”, Gashi has indicated.

He has said that even the Public Administration Ministry (MAP) has given its opinion that these positions cannot be recruited under appointment procedures for top leadership positions in the Civil Service.

On the other hand, officials from the Kosovar Centre for the rehabilitation of Torture Survivors (QKRMT), who monitor the work of the SKK, say this institution has left many prison directors without directors.

Alban Mourqi of the CRC says that in addition to High Security Prison (BSL), the Dubrava Prison is the same situation, since even there, the director's position is only the task officer.

Until a few days ago, there are no appointed directors in Dubrava Prison either, and that there is now only a task leader in that position”, Muriqi has indicated.

This phenomenon is happening often in recent years. He even says the other problem is that the Kosovo Correcting Service ( The SKK does not publish appointments and changes that are very frequent.

The last director in this prison was Rasim Selmani, who has now moved to the central prison directorate.
